Objective of the Tender
The primary objective is to empanel a competent and experienced Service Provider to support HLL in the end-to-end execution of healthcare skill development projects. The partner will be responsible for project planning, implementation, monitoring, and delivery of training programs, ensuring a steady pipeline of job-ready healthcare professionals to strengthen the national healthcare ecosystem.

Financial Requirements: EMD & Tender Fees

Detailed Scope of Work
The selected Service Provider will be responsible for assisting HLL in the following areas:
- Project Implementation & Management: End-to-end execution of skilling programs, including planning, mobilization, and monitoring.
- Infrastructure & Centre Setup: Establishing and managing training centres, classrooms, labs, and Centres of Excellence (CoEs) as per NSDC/HLL standards.
- Training Delivery: Conducting theoretical and practical sessions, including On-the-Job Training (OJT), for identified healthcare job roles.
- Accreditation & Compliance: Ensuring all centres are accredited and compliant with PMKVY 4.0, NSQF, and other relevant guidelines.
- Candidate Mobilization & Placement: Mobilizing eligible candidates and facilitating their placement in healthcare institutions post-certification.
- MIS & Reporting: Maintaining and updating a Management Information System (MIS) and submitting periodic progress, financial, and completion reports.
- Branding & Communication: Ensuring all training locations adhere to the branding and visibility guidelines of HLL and PMKVY.
- Financial Responsibility: Bearing all capital and operational expenses related to the project scope.
Eligibility Criteria for Training Partners
Bidders must meet the following stringent eligibility criteria:
- Legal Status: Must be a registered legal entity in India (Company, Society, Trust, etc.) with valid GST and PAN.
- Financial Turnover: Minimum average annual turnover of ₹50 Crores in the last three financial years (2022-23, 2023-24, 2024-25).
- Experience:
- Minimum 10 years of experience in skill development and capacity building.
- Experience in training at least 50,000 candidates in the last 5 years.
- Experience in operating at least 25 Pradhan Mantri Kaushal Kendras (PMKK) in the last 5 years.
- Trainer Base: Must have a minimum of 500 PMKVY-approved trainers on their payroll with valid ESI and PF registration.
- NSDC Empanelment: Must be an NSDC-empanelled partner.
- Healthcare Domain Experience: Must have experience operating at least two NABL-accredited diagnostic labs.
- Clean Record: Must not be debarred/blacklisted by any Government agency in the last 5 years.
Selection Criteria & Empanelment Procedure
- Two-Stage Process: The tender follows a two-envelope system (Technical and Financial Bid).
- Technical Qualification: Only bids from bidders who meet all the eligibility criteria (Section-E) will be considered technically qualified.
- Financial Evaluation: The financial bids of only technically qualified bidders will be opened.
- Award Criteria: The contract will be awarded to the bidder offering the highest revenue share percentage to HLL. The minimum revenue share is 10%. The bidder is selected based on the total revenue share offered (10% + ‘b’%).
- Empanelment, Not Guaranteed Work: Successful bidders will receive a Notification of Engagement (NoE). This is an empanelment and does not guarantee a specific project award. For each actual project, a separate Notification of Award (NoA) will be issued, detailing the specific scope, targets, and commercial terms.
Eligible Beneficiaries & Total Target
- Eligible Beneficiaries: The programs will target both new entrants (Short-Term Training – STT) and the existing workforce (Recognition of Prior Learning – RPL) in the healthcare sector.
- Total Target: The specific number of candidates to be trained will be defined project-by-project in the subsequent Notifications of Award (NoA) issued during the 3-year empanelment period.
Job Roles, Courses & Focus Area
The training will focus exclusively on healthcare sector job roles. The specific job roles will be identified by HLL or relevant government bodies in alignment with NSDC/NSQF frameworks and industry demand. The scope emphasizes creating job-ready professionals for roles across hospitals, diagnostic centres, and other healthcare institutions.
Duration of Engagement
The initial period of empanelment is 36 months (3 years), which may be extended based on satisfactory performance. The engagement for individual projects may extend beyond this period until project completion.
Funding & Payment Conditions
- Revenue Sharing Model: The project operates on a revenue-sharing basis.
- HLL will claim payments directly from its clients.
- From the realized revenue, HLL will first deduct its agreed revenue share.
- All operational and capital expenses are to be borne by the Service Provider.
- HLL may also deduct any other project-related expenses or penalties imposed by the client.
- The remaining amount will be released to the Service Provider within 30 days of HLL receiving the payment from the client.
- Performance Security: For each project awarded, the Service Provider must submit an irrevocable bank guarantee for 3% of the project value or as specified in the NoA.
Mode of Submission
This is an online-only E-Tender. Bids must be submitted electronically through the Government e-Procurement Portal (https://etenders.gov.in/eprocure/app). Bidders must possess a valid Class II or above Digital Signature Certificate (DSC) for submission. Manual bids will not be accepted.

Other Important Terms & Conditions
- Integrity Pact: Submission of a signed Integrity Pact (Annexure-8) is mandatory; bids without it will be rejected.
- Make in India: Preference will be given to Class-I local suppliers as per the Public Procurement (Preference to Make in India) Order, 2017.
- Land Border Country Restrictions: Bidders from countries sharing a land border with India must be registered with the Competent Authority as per GFR 2017 and submit a self-declaration.
- Governing Law & Jurisdiction: The contract shall be governed by Indian Law, with courts in Thiruvananthapuram, Kerala having exclusive jurisdiction.
- Arbitration: Disputes shall be referred to and finally resolved by arbitration under the India International Arbitration Centre (IIAC) in Thiruvananthapuram.
- Right to Accept/Reject: HLL reserves the right to accept or reject any or all bids at any stage without assigning any reason.
