1. Introduction

The Punjab Skill Development Mission (PSDM) has issued an EOI for Skill Development Training infrastructure setup. 2. Objective

3. Scope of Work

5. Eligibility Criteria for Training Partners

To participate in this new skill tender, agencies must meet the following criteria:

  • Legal Entity: Must be a Company, Partnership Firm, Proprietorship, PSU, Society, Trust, NGO, or Sector Skill Council. Sole proprietorship and consortium are not eligible.
  • Establishment: Established on or before April 1, 2024.
  • Financial Turnover: Minimum average annual turnover of INR 50 Lakhs from any business for FY 2023-24 and 2024-25.
  • Experience: Must have prior experience (from April 1, 2023, onwards) in either:
    1. Running skill training at its own centre (accredited by SSC), OR

6. Selection Criteria

7. Empanelment Procedure

  • Successful bidders will be issued a work order.
  • They must submit a Performance Bank Guarantee (PBG) of 10% of the total project cost within 7 days of the work order.
  • The agency must establish a registered office in Punjab with Punjab GST registration within 30 days of allotment to raise bills.

8. Eligible Beneficiaries

The end beneficiaries of this infrastructure will be the youth of Punjab enrolled in skill training programs at the designated Multi Skill Development Centres in districts such as Hoshiarpur.

9. Total Target & Job Roles

  • Target: Setting up of 1 Classroom and 1 Lab per job role at the specified centre(s).
  • Focus Area: The initial scope covers two job roles at the Multi Skill Development Centre, Hoshiarpur:
    1. Solar Panel Installation Technician (QP Code: ELE/Q5901, Version 4.0 or above)
    2. Four Wheeler Service Technician (QP Code: ASC/Q 1402, Version 7.0)

10. Duration of Engagement

The infrastructure setup is required for a duration of 4 months for the initial job roles. This period can be extended or reduced at the discretion of PSDM. Rent will be paid only for the duration the infrastructure is utilized.

11. Funding and Payment Conditions

  • Rent Payment: Payment (rent) will commence only after a satisfactory verification report is received from the District Program Management Unit (DPMU) and/or accreditation by the concerned Sector Skill Council (SSC).
  • GST Mandate: Payments will be made only to the agency’s bank account linked to their Punjab GST registration.
  • Penalties & Forfeiture:
    • Delay in setup beyond 15 days attracts penalties ranging from ₹2,000 to ₹4,000 per day, potentially leading to PBG forfeiture.
    • Delay in repairing equipment (beyond 2 working days) attracts penalties starting from £500 per day.
