Objective:
The State Project Directorate (SPD) is inviting bids for the selection of an agency to provide digital training to faculty members and technical support staff of 55 PM CoE (Prime Minister Centers of Excellence) colleges across Madhya Pradesh.
Key Details and Deadlines:
- Tender Sale Period: 13/01/2025 – 05/02/2025
- Pre-Bid Meeting: 20/01/2025 at 14:00 hrs (both online & offline participation allowed)
- Bid Submission Start Date: 24/01/2025 at 18:00 hrs
- Bid Submission Deadline: 05/02/2025 at 12:00 hrs (noon)
- Technical Bid Opening: 06/02/2025 at 15:00 hrs
- Financial Bid Opening: To be announced for technically qualified bidders
- Bid Validity Period: 180 days from the last date of submission
- Earnest Money Deposit (EMD): ₹70,000 (Online payment via MP Treasury)
- Selection Criteria: Technically responsive bid with the lowest financial proposal (L1)
Eligibility Criteria (Revised as per Corrigendum)
1. Financial & Legal Requirements:
- Minimum average annual turnover of ₹1 crore in training-related services in the last three financial years (FY 2021-22, 2022-23, 2023-24).
- Positive net worth for FY 2023-24.
- Must be a legally registered entity in India for at least 5 years.
2. Experience Requirements (Updated as per Corrigendum):
- At least 10 years of experience in conducting face-to-face training for faculty in government/autonomous institutions, universities, UGC-recognized institutions, or higher secondary educational institutions.
- Successfully trained a cumulative minimum of 2000 faculty members in any 3 years within the last 5 years (previously, it required 2000 in a single year).
- At least one past training project executed in Madhya Pradesh.
- At least one functional registered training center in Madhya Pradesh.
3. Trainer Requirements (Updated as per Corrigendum):
- Trainers should be graduates with a minimum of 10+ years of experience in IT-related training.
- Bidders must submit CVs of trainers who will be conducting the sessions.
4. Other Requirements:
- The bidder should have provided training to at least 50 professional trainers (on permanent rolls or contract basis).
- Should possess ISO 9001-2015 QMS certification.
- Must be a National Skill Development Corporation (NSDC) training partner.
- A declaration confirming no blacklisting/barred status by any government body.
- Compliance with tax & legal regulations, including GST registration, PAN, and ITR filings for the last three years.
Scope of Work:
- Training Locations:
- Faculty Training: Conducted at 3 locations per division across Madhya Pradesh.
- Technical Staff Training: Conducted at 1 location per division.
- Training Mode: Face-to-face digital training.
- Training Content: To focus on improving faculty members’ digital competencies, IT proficiency, and familiarity with new educational technologies.
- Batch Size & Duration: As per RFP specifications and final contract terms.
Payment Terms & Financial Conditions:
- Milestone-based payments will be released based on:
- Successful completion of training batches.
- Submission of training reports.
- Compliance with performance criteria set in the contract.
- Price should be inclusive of all applicable taxes (including GST).
- No price variation will be allowed after bid submission.
Bid Submission & Evaluation Process:
- Technical Bid Submission:
- Submission of required documents, including eligibility proofs, experience details, financials, and proposed training plan.
- Preliminary evaluation based on financial & technical criteria.
- Mandatory Technical Presentation on training methodology (failure to present will lead to disqualification).
- Financial Bid Submission:
- Only technically qualified bidders will be eligible.
- L1 (lowest price) bidder will be awarded the contract.
Performance Security & Contract Conditions:
- Performance Security Deposit: 3% of the total contract value (to be submitted within 15 days of award).
- Penalty Clauses:
- Non-compliance with training deliverables or deadlines may result in penalties.
- If at any point, the bidder is found submitting fake documents, the contract will be terminated, and security deposit forfeited.
- Contract Duration: The department reserves the right to extend the contract for up to 6 months under the same terms & conditions.
Key Clarifications from Pre-Bid Queries & Corrigendum:
- Experience Requirement Extended: Instead of 2000 faculty trained in 1 year, the bidder can now qualify with 2000 faculty trained over any 3 years within the last 5 years.
- Trainer CVs Required: The bidder must submit CVs of trainers who will conduct the training.
- Minimum Experience Requirement Increased: The required experience of conducting face-to-face training has been increased from 7 years to 10 years.
