Introduction
The Government of Tamil Nadu, through the Directorate of Employment and Training (Training Wing), has issued an Expression of Interest (EOI No. 3964/SD4/2024) to identify and empanel Training Partners (TPs) for imparting skill upgradation training to 50,000 construction workers registered under the Tamil Nadu Construction Workers Welfare Board (TNCWWB). The training will be conducted in 11 skill courses across 56 Government Industrial Training Institutes (ITIs) in the state.

Objective
The primary objective of this EOI is to:
- Provide non-residential skill upgradation training in 11 construction-related trades.
- Equip workers with practical and theoretical knowledge to improve job efficiency.
- Ensure certification through TNSDC-approved assessment agencies.
- Strengthen the workforce under the Tamil Nadu Academy of Construction (TAC).

EMD (Earnest Money Deposit) & Tender Fees
- EMD Amount: ₹5,00,000 (Rupees Five Lakhs only).
- Payment Mode: Online deposit via Demand Draft (DD) in favor of Member Director, Directorate of Employment and Training, Guindy, Chennai.
- Bid Security Validity: 90 days from the bid validity date.
- Forfeiture Conditions: If the bidder withdraws or fails to comply with tender terms.
Scope of Work
The selected Training Partners (TPs) will:
- Conduct 7-day (56 hours) non-residential training in 11 construction-related trades.
- Provide qualified trainers (minimum 1 instructor per 20 trainees).
- Ensure biometric attendance and real-time monitoring.
- Develop training modules as per DET-approved curriculum.
- Mobilize workers in coordination with TNCWWB & TAC.
- Arrange assessment & certification through TNSDC-approved agencies.
- Maintain training infrastructure (tools, equipment, consumables).

- Lowest quoted bid gets 100 marks, others scored proportionally.
Final Score = (Technical Score × 80%) + (Financial Score × 20%)
Empanelment Procedure
- Submit Technical & Financial Bids online via tntenders.gov.in.
- Technical Evaluation (Minimum 60/100 required).
- Financial Bid Opening (Only for technically qualified bidders).
- Final Ranking based on QCBS (80:20).
- Letter of Award (LOA) issued to the highest scorer.
- Agreement Signing within 7 days of LOA acceptance.

- 50,000 construction workers registered under TNCWWB.
- Workers can choose 1 of 11 trades for training.

Funding & Payment Terms
