Social Health Initiatives (SHI) Division: HLL has launched a new vertical called Social Health Initiatives (SHI) with the objective of establishing grassroots-level micro health enterprises in collaboration with NGOs, Self Help Groups (SHGs), Community-Based Organisations (CBOs), social startups, and other relevant partners. Through a dedicated online entrepreneurship platform managed by HLL, individuals from identified target groups can register, get onboarded, and undertake entrepreneurial activities with appropriate training, product access, digital support, and handholding.

2. Purpose and Objective of the EOI

HLL’s SHI Division invites sealed applications (online only) from eligible NGOs, Social Startups, and other Civil Society Organisations for engagement as Partner Organisations for developing entrepreneur networks in the health sector, with a special focus on women.

Target Groups for Entrepreneurship:

  1. Women, especially those without regular income or employment
  2. Persons with disabilities, seeking flexible income-generation opportunities
  3. Students, seeking flexible part-time entrepreneurship opportunities
  4. Senior citizens seeking flexible income-generation opportunities

Programme Objectives:

  • Inclusive Health Entrepreneurship for Sustainable Livelihoods: Create flexible, low-barrier livelihood opportunities in the health sector for individuals without stable income, particularly women, senior citizens, physically challenged, and students.
  • Nutrition and Sanitation: Improve last-mile access to affordable nutrition and women’s personal hygiene products.
  • Health Care Services: Enable women to become health service providers addressing unmet healthcare needs.

4. Scope of Work for Partner Organisations

The scope/roles and responsibilities of Partner Organisations are as follows:

(a) Mobilisation and Onboarding of Entrepreneurs:

  • Identify, mobilise, and onboard women, youth, senior citizens, and physically challenged people interested in establishing micro-enterprises in the health, hygiene, and nutrition sector.
  • Work with support of local NGOs, CSOs, and CBOs.
  • Conduct community-level mobilisation and orientation on the proposed entrepreneurship model.

(b) Project Monitoring:

  • Monitor monthly earnings and net income of each entrepreneur to assess livelihood benefits and provide necessary handholding.
  • Monitor customer acquisition and retention, including new and repeat customers.
  • Track entrepreneur-wise performance monthly (sales, orders, customer reach, product mix, active working days).
  • Identify low-performing entrepreneurs and provide targeted mentoring and corrective support.

(c) Entrepreneurship Training and Capacity Building:

  • Facilitate entrepreneurship and product training programmes for selected women entrepreneurs.
  • Coordinate training and participate as resource persons.
  • Ensure entrepreneurs are oriented on product knowledge, sales, customer engagement, order management, and basic business practices.

(d) Continuous Mentoring and Handholding Support:

  • Provide continuous mentoring, handholding, and guidance to district and sub-district level partners throughout the programme period.
  • Conduct periodic field visits and review interactions to assess progress, identify gaps, and provide timely corrective support.

5. Eligibility Criteria

Relaxation for Start-ups: Start-ups recognised by DPIIT/MSE as per MSED Act may be exempted from the prescribed minimum experience and/or annual turnover criteria, subject to fulfilment of all other eligibility conditions and submission of valid DPIIT recognition and supporting documents. HLL reserves the right to assess technical and financial capability of such start-ups.

For MSME-registered bidders: Proof of registration in the line of work and monetary limit shall be attached.

9. Evaluation Criteria

10. Terms and Conditions

Standard of Performance: The Partner shall perform services with due diligence, efficiency, and economy in accordance with generally accepted professional standards and practices. The Partner shall act as a faithful adviser to HLL and support and safeguard its legitimate interests.

Confidentiality: The Partner Organisation must not disclose, divulge, or make public any materials, processes, accounts, transactions, dealings, and information without prior written consent of HLL.

Termination: HLL has the right to terminate the Agreement at any time on giving one month’s notice without assigning any reason, or in circumstances where the Partner commits a material breach or becomes bankrupt.

Applicable Law: Governed by and interpreted in accordance with the laws of India.

Fairness and Good Faith: Parties undertake to act in good faith and adopt reasonable measures to ensure realisation of contract objectives.

Jurisdiction: All competent courts at Thiruvananthapuram shall have exclusive jurisdiction.
