Tender Fee & Financial Requirements

Scope of Work for Empaneled Training Partners

  1. Mobilization & Pre-Counseling: Create awareness, conduct one-on-one counseling and psychometric tests, counsel parents on job opportunities, and collect relevant documents.
  2. Training Delivery: Establish training centers in assigned districts/blocks of Bihar. Follow SSC/NCVET-approved modules. Maintain a trainer-trainee ratio of 1:40. Use Aadhaar-enabled biometric attendance and CCTV surveillance with live access to BSDM.
  3. Placement: Provide wage employment (at least minimum wages) or self-employment within 3 months of successful certification. Placement valid only if candidate remains employed for 3 months.
  4. Compliance: No subcontracting or franchising permitted. No fees to be charged from candidates.

Selection Criteria & Empanelment Procedure

  1. Technical Evaluation (100 marks): Minimum 70 marks required to qualify.
  2. BSDM Empanelment: Successful TPs receive a Letter of Empanelment (LoE) valid for 3 years.
  3. Department-level Technical Presentation (50 marks): Only TPs scoring ≥70% here get target allocation.
  4. Target Allocation: Based on presentation performance, placement LoIs, and technical score. Maximum 10 training centers per TP across all departments.
  5. MoU & PBG: Separate MoU with each department. PBG of 5% of work order value.
  6. Performance Review: Annual grading (A, B, C). Grade C centers (placement <50%) are debarred for 3 years.
