2. Objective

The primary objectives of this skill RFP are:

  • To empanel reputed Training Partners with proven experience in running government-sponsored skill programs.
  • To provide quality, industry-relevant skill training that leads to sustainable wage or self-employment for PwD and Transgender candidates.
  • To create an effective ecosystem for domain skilling, including mobilization, training, assessment, certification, and placement.
  • To leverage standardized processes and ICT-enabled monitoring through BSDM’s central portal.

4. Tender / Document Fee & EMD

5. Scope of Work for Training Partners

The empaneled TP will be responsible for the complete training cycle:

  • Mobilization & Pre-Counseling: Awareness creation, one-on-one counseling, psychometric tests, and expectation setting for candidates and parents.
  • Registration & Enrollment: Collecting and verifying documents of eligible candidates.
  • Training Delivery: Conducting training as per SSC/NCVET-approved modules, using GPS-enabled biometric attendance, ensuring adequate infrastructure (CCTV, labs, power backup, etc.).
  • Assessment & Certification: Facilitating third-party assessments and certification as per BSDM norms.
  • Placement: Ensuring minimum 50% placement (wage or self-employment) of certified candidates within 3 months of result declaration, with wages not below minimum wage.

8. Empanelment Procedure

  1. Online Submission: Bidders submit proposals via e-Proc portal with all Tech forms and annexures.
  2. BSDM Technical Evaluation: Proposals scored out of 100; those with ≥70 marks are empaneled.
  3. List Publication: BSDM publishes empaneled TP list on its portal.
  4. Department-Level Technical Presentation: Empaneled TPs present before the concerned department (max 5 minutes, 50 marks, need ≥70% to qualify).
  5. Target Allocation: Department allocates districts, sectors, job roles, and training targets based on presentation performance, LoI strength, and BSDM score.

12. Training Duration
