2. Objective

The primary objective of this EOI for Skill Development Training is to:

• Engage empaneled training partners to conduct skill development training in traditional job roles.
• Ensure readiness of training centre premises, provision of ToT-certified trainers, and management of training, monitoring, and assessment.
• Complete entire training, assessment, and certification before 30-12-2026.
• Submit final installment bills by 31-01-2027.
• Promote traditional crafts and enhance employability of traditional workers through NSQF certification.
• Operate under Non A&A centre accreditation as per PMKVY 4.0 guidelines.

4. EMD

• EMD Amount: ₹25,000/-
• The EMD of the successful bidder shall be refunded after submission/receipt of the Performance Bank Guarantee (PBG).
• PBG: 10% of total project cost, valid till 30-04-2027, to be submitted within 10 days of work order issuance.
• PBG Release: 01 month after completion of work order and payment of all installments.
• Forfeiture: Non-submission/wrong submission of claims as per guidelines will result in forfeiture of PBG.

6. Scope of Work

The scope of work for selected training partners includes:

1. Training Locations: Institutions where traditional workers in Wood Inlay, Phulkari, Punjabi Jutti, Amritsari Vadiya, and Thatheras are present.
2. Responsibilities:
   • Ensuring readiness of training centre premises.
   • Setting up classrooms for conducting training.
   • Providing ToT-certified trainers.
   • Managing training, monitoring, and assessment of candidates by the Sector Skill Council.
3. Centre Accreditation: Under Non A&A.
4. Infrastructure Requirements: Lab area, CCTV cameras, projectors in classroom, internet, pantry, AC, biometric attendance as per PMKVY 4.0 guidelines (hour wise).

9. Empanelment Procedure

1. Only PSDM-empaneled training partners as on date of EOI floating are eligible to apply.
2. Application must be submitted online via www.eproc.punjab.gov.in.
3. Application must be unconditional and supported by authentic documents duly certified by the applicant with signatures on each page.
4. One applicant is allowed only one application; may apply for multiple job roles at different centres.
5. Shortlisted agencies will be issued work orders by PSDM.
6. Failure to claim all installments as per guidelines may lead to de-empanelment.
7. Non-responsiveness/poor performance or furnishing incorrect information may lead to forfeiture of PBG.

• Aged above 14 years as on commencement of training.
• For candidates belonging to vulnerable groups, they should have an Aadhaar card.

13. Duration

• Total QP Hours: Ranges from 450 to 660 hours depending on the job role.
• Per Day Training Hours: 6 or 8 hours per day.
• Training Completion Deadline: Before 30-12-2026.
• Final Installment Bills: By 31-01-2027.
• Training Commencement: Within 15 days of work order issuance.
• PBG Validity: Till 30-04-2027.
