1. Introduction
The Meghalaya State Skill Development Society (MSSDS), under the Supporting Human Capital Development in Meghalaya Phase II (SHCDM-II) project funded by the Asian Development Bank (ADB), has issued this Request for Quotations (RFQ) to select a qualified Training Service Provider (TSP). The selected TSP will impart market-relevant skills training to 300 trainees in the Embedded Full Stack IoT Analyst (ELE/Q1404) course in the Electronics Sector, aligned with NSQF Level 5 standards. Meghalaya faces a low economic base, high youth unemployment (18%), and only 28.4% of its workforce with secondary education or higher. This EOI for Skill Development Training aims to bridge the employability gap by engaging private TSPs to deliver quality, industry-aligned training that leads to wage employment, self-employment, and entrepreneurship. This is one of the key new skill tenders under ADB’s SHCDM-II initiative, which targets skilling over 150,000 youth in five years.
2. Objective
The primary objective is to enhance employability and provide wage employment and entrepreneurship opportunities to unemployed youth of Meghalaya (within and outside the state) through:
