1. Introduction

The Punjab Skill Development Mission (PSDM), under the Government of Punjab, has released a Request for Proposal (RFP) / Expression of Interest (EOI) for engaging qualified agencies. The objective is to provide skilled trainers and helpers to deliver quality skill training to the youth of Punjab under the centrally sponsored PM VIKAS scheme. 2. Objective

The primary objective of this tender is to shortlist and empanel proficient agencies that can supply ToT (Training of Trainers) Certified Trainers and Peon cum Sweepers to designated skill training centers. The goal is to ensure the effective implementation of skill development programs in specific job roles, enhancing the employability of Punjab’s youth as per the standards set by the respective Sector Skill Councils (SSCs).

3. Key Dates & Bid Schedule

4. Financials: Tender Fee, EMD, and PBG

  • Tender Fee: ₹1,000 (Non-Refundable)
  • Processing Fee: ₹10,000 (Non-Refundable)
  • Earnest Money Deposit (EMD): ₹50,000 (Refundable). The EMD of the successful bidder will be refunded upon submission of the Performance Bank Guarantee (PBG). It will be forfeited for bid withdrawal, false representations, or failure to submit the PBG.
  • Performance Bank Guarantee (PBG): Shortlisted agencies must submit a PBG equivalent to 10% of the total project cost within 7 days of work order issuance. The PBG is valid for 180 days beyond the project’s expiry and can be forfeited for non-performance or negligence.

5. Scope of Work

The selected agency(s) will be responsible for:

  • Supplying one ToT Certified Trainer and one Peon cum Sweeper for each assigned training center.
  • Ensuring training is delivered as per the curriculum and standards of the relevant Sector Skill Council (SSC).
  • Managing trainer logistics, attendance (via AEBAS), weekly/monthly reporting, and assessment facilitation.
  • Ensuring a minimum 80% pass rate per batch in SSC assessments. A penalty of ₹4,000 per candidate will be levied for every shortfall below this target.
  • Deputing manpower within 10 days of work order issuance, with penalties for delays.
  • Maintaining discipline and compliance with all PSDM rules and instructions.

6. Eligibility Criteria for Training Partners

Agencies must meet all the following criteria to be considered eligible:

  1. Entity Type: Company, Partnership Firm, Public Sector Undertaking, Society, Trust, NGO, or Corporation. (Sole Proprietorships and Consortiums are not eligible).
  2. Establishment: Must have been established on or before 01-01-2023.
  3. Financial Turnover: Minimum average annual turnover of INR 1.5 Crore from any business for the financial years 2022-23, 2023-24, and 2024-25.
  4. Experience: Proven experience in deploying ToT certified trainers. Must submit Work Orders, Completion Certificates, Deployment Summaries, and bank statements as proof.
  5. Documentation: Must submit duly signed and stamped Annexures B, C, and D.
  6. Local Presence: Must have at least one office in Punjab, supported by documentary evidence (Rent Deed, Utility Bill, GST Registration, etc.).
  7. Tender Document: Must submit a signed and stamped copy of the entire tender document.

7. Selection & Empanelment Procedure

The selection process is a two-stage system:

  1. Technical Bid Stage: Agencies that fulfill all eligibility criteria in Annexure-B will be shortlisted.
  2. Financial Bid Stage: Among the technically qualified bidders, the agency quoting the lowest financial bid for a particular job role will be selected as the successful bidder for that role. This L1 agency will then supply resources to all training centers where that job role is run, as per Annexure-A.

9. Training Duration & Daily Schedule

  • Duration of Deployment: The manpower (Trainer & Peon cum Sweeper) is to be deployed for a period of 4 months per center.
  • Daily Training Hours: 8 hours per day.

10. Funding & Payment Conditions

  • The agency must quote an all-inclusive monthly cost for deputing the required trainers and helpers in ALL the training centers for the applied job role (as per Annexure-E).
  • Payment will be made based on the submitted financial bid and compliance with the terms of the work order.
  • Agencies must raise bills from a Punjab-registered GST number, which must be submitted to PSDM within 30 days of selection.

11. Mode of Submission

  • Applications must be submitted exclusively online via the Punjab e-Procurement Portalhttps://eproc.punjab.gov.in.
  • Hard copies or submissions via email/other means will not be accepted and will be summarily rejected.

12. Other Important Terms & Conditions

  • Corrigendum: Any updates or addendums will be published only on www.punjabrozgar.org.in and www.eproc.punjab.gov.in. No separate communication will be issued.
