2. Objective of the EOI

The primary objective is to empanel qualified Implementing Agencies (IAs) for conducting Skill Development Training under the Recruit-Train-Deploy (RTD) model. The goal is to provide a trained and industry-ready workforce to MSMEs in Maharashtra, thereby improving their operational efficiency and competitiveness. The focus is on practical, hands-on training leading to guaranteed placements.

4. Earnest Money Deposit (EMD) & Tender Fees

5. Scope of Work (SOW)

The selected agencies will be responsible for the end-to-end execution of the RTD model:

  • Mobilization: Identify and recruit a minimum of 50 candidates per batch before training commencement.

6. Eligibility Criteria for Training Partners

The implementing agency must be a legally registered entity (Company, Trust, Society, LLP, NGO, etc.). Key eligibility parameters include:

  • Experience: Minimum 5 years of proven experience in skill development, capacity building, or related activities, preferably in Maharashtra.
  • Financial Capability: Minimum average annual turnover of INR 20 Lakhs over the last three financial years (2022-23, 2023-24, 2024-25).
  • Past Performance: Demonstrable track record of conducting similar RTD skilling programs, developing curriculum, and placing candidates in industrial sectors.
  • Outreach & Mobilization: Established network within the Maharashtra MSME community with the ability to mobilize 50 candidates per workshop.
  • Geographical Reach: Capability to conduct workshops across multiple regions in Maharashtra.
  • Resources: Adequate infrastructure, trainers, and administrative support for smooth program execution.
  • Non-Blacklisting: A self-declaration certifying that the agency has not been blacklisted by any government organization.

7. Selection Criteria & Empanelment Procedure

The selection will be a multi-stage process:

  1. Screening & Document Verification: Initial check for completeness and compliance with eligibility criteria.
  2. Shortlisting for Technical Presentation: Qualified agencies will be shortlisted.
  3. Technical Presentation: Shortlisted agencies will present their capabilities and methodology to the Evaluation Committee.
  4. Final Selection: Based on the presentation, mutually agreeable rates, and terms & conditions.
  5. Issuance of Empanelment Order: Formal notification to selected agencies.
  6. Award of Work Order: Issue of specific Work Orders to conduct training batches.
  7. Monitoring & Reporting: Continuous monitoring of training progress and outcomes by MSSIDC.

8. Eligible Beneficiaries

  • Aspiring or existing workers seeking employment or skill enhancement within the MSME sector in Maharashtra.
  • Candidates must be mobilized and placed in MSMEs having a valid UDYAM Registration in Maharashtra.

9. Total Target & Course Focus

  • Total Target: 15,000 candidates.
  • Number of Batches: 300 batches.
  • Batch Size: 40-50 candidates (not to exceed 50).
  • Job Roles/Course Focus: Training must focus on Industry 4.0/5.0 technologies and Employability Skills. Green Skilling programs in areas like renewable energy and e-mobility are also emphasized.

10. Training Duration & Funding Model

  • Duration: 10 days (80 hours) per batch.
  • Funding: INR 1,25,000 per batch of 50 candidates (benchmarked at INR 2,500 per candidate). This cost is inclusive of training venue, trainer fees, mobilization, content development, food, and other incidental expenses. For batches with fewer than 50 candidates, the cost will be calculated at the per-candidate rate of INR 2,500.

11. Payment Terms & Conditions

Payment to empaneled agencies will be subject to the submission of the following documents with the invoice:

  • Detailed Training Report with geo-tagged photos and videos.
  • Scanned Attendance Sheets signed by participants.
  • Placement Documentation (Offer & Appointment letters with candidate acceptance).
  • Placement Undertaking from the agency.
  • A complete MSME Beneficiary Database.
  • Payments are subject to verification and satisfaction by MSSIDC that the program outcomes have been achieved.

13. Other Important Terms & Conditions
