Introduction
Madhya Pradesh Tourism Board (MPTB) has released an Expression of Interest (EOI) for the empanelment of individual experts and agencies to identify and develop tourism-linked enterprises, skill development, and livelihood opportunities through Community-Based Rural Tourism in selected tourism villages/clusters across different cultural zones of Madhya Pradesh.
Objective
The primary objective is to promote experiential and knowledge-based tourism, enhance local livelihoods, and ensure community participation in tourism development. The initiative aims to:
- Identify and develop tourism-linked enterprises.
- Conduct skill gap assessments and deliver customized training.
- Strengthen rural tourism ecosystems through infrastructure, marketing, and institutional support.
- Create sustainable livelihood opportunities for local communities.

Scope of Work
The selected experts/agencies will be responsible for:
- Baseline & Situational Analysis – Assess existing livelihoods, tourism potential, and skill gaps.
- Livelihood Identification – Identify tourism-aligned activities (e.g., mushroom farming, traditional crafts).
- Experiential Tourism Development – Design village life experiences (VLEs) like guided walks, cooking classes.
- Skill Development & Entrepreneurship – Conduct training, facilitate asset creation (e-rickshaws, telescopes), and link beneficiaries to government schemes.
- Marketing & Content Creation – Develop offline/online marketing strategies and produce visual content.
- Institutional Strengthening – Support Gram Paryatan Samitis and liaise with district administration.
- Monitoring & Documentation – Conduct baseline/endline surveys and document best practices.
Eligibility Criteria for Training Partners/Experts
For Individuals:
- Master’s degree in Tourism, Rural Development, or related fields.
- Minimum 7 years of experience in community-based projects and rural livelihoods.
- Experience with government, NGO, or CSR projects.
- Proficiency in local language and strong facilitation skills.
- Must own a vehicle and electronic equipment (laptop, mobile).
For Agencies:
- Minimum 7 years of existence, with at least 3 years in Madhya Pradesh.
- Average turnover of ₹20 lakh+ in last 3 years (2022-23 to 2024-25).
- Experience in at least 2 Central/State government projects in livelihood/community development in last 5 years.
- Minimum 10 full-time staff.
- Capability to provide technical experts as per scope.

- Screening based on eligibility and document verification.
- Evaluation based on:
- Past experience in similar projects
- Manpower strength
- Financial capability
- Presentation before selection committee
- MPTB reserves the right to shortlist, reject, or modify the selection process.
Empanelment Procedure
- Submission of EOI with required formats.
- Shortlisting based on evaluation criteria.
- Issue of Letter of Empanelment and signing of Empanelment Agreement.
- Work allotment based on submitted proposals and financial quotations.

- Individuals from selected tourism villages/clusters willing to engage in tourism-linked livelihoods.
- Potential homestay owners, artisans, farmers, and service providers.
- Members of Gram Paryatan Samitis and local community institutions.
