Introduction & Background

The Delhi Building and Other Construction Workers’ Welfare Board (DBOCWW Board), under the Government of NCT of Delhi, has issued this Expression of Interest (EOI). The purpose is to empanel experienced Training Partners (TPs) to deliver skill development training for its registered construction workers under the Recognition of Prior Learning (RPL) framework. This initiative is empowered by the Code on Social Security, 2020, and aims to enhance the employability and livelihood opportunities of one of the most vulnerable segments of the workforce.

Objective of the EOI

The primary objective is to select and empanel a maximum of five qualified Training Partners who can provide end-to-end training, assessment, and certification services. The goal is to skill approximately 1,20,000 registered construction workers over three years, aligning their competencies with the National Skill Qualification Framework (NSQF) to improve their job prospects and enable sustainable economic empowerment.

Key Dates & Schedule (Tentative)

  • EOI Advertisement & Download Start Date: 15th January 2026 (From 3:00 PM)
  • Pre-Bid Query Submission Deadline: 23rd January 2026 (Up to 5:30 PM)
  • Pre-Bid Meeting: 27th January 2026 (At 11:30 AM) – In Person
  • Last Date for Online Proposal Submission: 29th January 2026 (Up to 5:00 PM)
  • Proposal Opening Date: 30th January 2026 (At 11:30 AM)
  • Presentation Date: To be informed later.
  • Proposal Validity: 90 days from the date of EOI opening.

Financial Requirements (Tender Fees & EMD)

  • EOI Document Fee: ₹25,000 (Non-Refundable).
  • Earnest Money Deposit (EMD): ₹25,00,000 (Twenty-Five Lakh Rupees). To be submitted in the form of a Demand Draft.
  • Performance Bank Guarantee (PBG): 3% of the contract value, to be submitted by the successful bidder upon award.

Scope of Work (SOW)

The empaneled Training Partners will be responsible for the complete training lifecycle for registered construction workers in Delhi:

  1. Mobilization & Counselling: Identifying construction sites/labour chowks, mobilizing workers, and assisting in their registration with the Board.
  2. Training Delivery: Conducting 120 hours (15 days) of orientation and bridge training aligned with specified NSQF job roles. Training can be in Camp Mode (at labour chowks) or Employer Premises Mode (on construction sites).
  3. Assessment Coordination: Coordinating with NCVET-empaneled Assessment Agencies for final one-day assessments.
  4. Certification & Distribution: Printing and distributing certificates to successful candidates in organized ceremonies.
  5. Data & Reporting: Maintaining daily attendance, a comprehensive training dashboard, and all necessary documentation for audits.
  6. Wage Loss Facilitation: Providing accurate trainee data to the DBOCWW Board for the direct disbursement of wage loss compensation to candidates.

Eligibility Criteria for Training Partners

The Training Partner must be a registered entity (Company/Trust/Society/LLP) in India for at least three years. Key pre-qualification criteria include:

  • Financial Turnover: Minimum average annual turnover of ₹10 Crores from skill training in FY 2022-23, 2023-24, and 2024-25.
  • Positive Net Worth: Positive net worth in each of the last three financial years.
  • Past Experience: Successful completion of at least one project for a Government organization in India, training a minimum of 7,000 candidates, within the last 5 years.
  • Trainer Strength: Minimum of 20 SSC-certified trainers on roll.
  • Certifications: Valid ISO 9001 certification and valid accreditation/a direct contract with NSDC or any Central/State Government skill training body.
  • Integrity: Must not be debarred/blacklisted by any Government/PSU.

Selection & Evaluation Criteria

Proposals will be evaluated in two stages:

  1. Pre-Qualification: Bidders must meet all the mandatory eligibility criteria listed above.
  2. Evaluation Framework (Scoring – 100 Marks): Qualified bidders will be scored on:
    • Financial Strength (10 Marks): Based on annual turnover brackets.
    • Relevant Experience (60 Marks): For number of large-scale projects (>7,000 candidates), projects for unorganized/construction workers, total candidates trained in a single project, and experience in Delhi NCR.
    • Certifications & Trainers (10 Marks): Years of accreditation and number of SSC-certified trainers.
    • Presentation (20 Marks): On approach and methodology.
  • Minimum Qualifying Score: 70%. The top five scoring bidders above this threshold will be empaneled.

Empanelment Procedure

  1. Online submission of technical and financial proposals as per the prescribed format.
  2. Opening of technical proposals.
  3. Evaluation based on pre-qualification and scoring framework.
  4. Notification of award to successful bidders.
  5. Signing of a contract and submission of a Performance Bank Guarantee (PBG).
  6. Empanelment will be valid for 3 years, extendable by mutual consent.

Eligible Beneficiaries

Only registered construction workers of the Delhi Building and Other Construction Workers’ Welfare Board (DBOCWWB) are eligible for training under this scheme. TPs must verify beneficiaries using Aadhaar-based authentication.

Total Training Target

  • Annual Target: 40,000 workers (subject to revision based on cess collection and expenditure).
  • Three-Year Target: Approximately 1,20,000 registered construction workers.

Eligible Job Roles & Focus Areas

Training will be conducted for the following NSQF Level 3 job roles under the RPL scheme:

  1. Assistant Mason (Category-I)
  2. Assistant Bar Bender & Steel Fixer (Category-I)
  3. Assistant Shuttering Carpenter (System Formworks) (Category-I)
  4. Assistant Electrician (Category-I)
  5. Assistant Construction Painter & Decorator (Category-II)

Training Duration & Structure

  • Training Duration: 120 hours of training over 15 days.
  • Batch Size: Minimum 20, Maximum 50 candidates per batch.
  • Assessment: 8-hour final assessment by an NCVET-empaneled agency.
  • Wage Loss Support: Eligible candidates will receive wage loss compensation directly from the Board at ₹35 per hour for training and assessment days.

Funding & Payment Conditions

  • Training Cost: As per MSDE Common Cost Norms (e.g., ₹49/hour for Category-I roles). No separate service charge will be paid to TPs.
  • Total Cost per Worker: Approximately ₹11,260 (incl. training, assessment, and wage loss).
  • Payment Milestones (Linked to certified candidates):
    1. 25% on signing MoU & identification of centers.
    2. 25% on 20% training completion.
    3. 25% on 60% training completion.
    4. 25% on 100% training completion and assessment.
  • Invoicing: Against submission of beneficiary receipts approved by Nodal Officers.

Other Important Terms & Conditions

  • The DBOCWW Board reserves the right to accept or reject any or all proposals without assigning any reason.
  • A strict Service Level Agreement (SLA) with penalties for delays in batch submission, training completion, and documentation.
  • Breach of SLA (penalties >5% of monthly payment for 3 consecutive months) may lead to contract termination.
  • The contract will be governed by Indian Law, with jurisdiction in Delhi courts.
  • All proposals and correspondence must be in English.
  • Bidders are advised to attend the pre-bid meeting and study the EOI document thoroughly.
