1. Introduction:
The Indira Gandhi Centre for Career Development (IGCCD), under the Social Welfare Department of the Government of Karnataka, invites tenders for service providers to set up Drone Training Centers. These centers will provide specialized training for SC candidates from an agricultural background, aiming to create entrepreneurs and employment opportunities in the drone sector.
2. Key Dates:
- Date of Commencement of Tender Document: 25th February 2025 (05:00 PM)
- Pre-Bid Meeting: 27th February 2025 (11:00 AM)
- Last Date for Submission of Tenders: 4th March 2025 (05:15 PM)
- Opening of Technical Bids: 5th March 2025 (05:30 PM)
- Opening of Financial Bids (Tentative): 7th March 2025 (03:00 PM)

3. Tender Fee & Earnest Money Deposit (EMD):
- Amount Put to Tender: INR 225 Lakhs for 250 students
- EMD: INR 3,37,500 (Rupees Three Lakh Thirty-Seven Thousand Five Hundred Only)
- Payment Method: Through the e-Procurement portal using Credit Card, Debit Card, Net Banking, NEFT, or OTC.

4. Introduction:

5. Objectives:
- To create entrepreneurship and employment opportunities for SC candidates from agricultural science backgrounds.
- To provide DGCA-certified drone pilot training with practical applications in agriculture.
- To equip trainees with the knowledge and skills required for drone operations, safety, and maintenance.
- To introduce new technologies in agriculture, enhancing productivity and efficiency.
6. Scope of Work:
- Establishment of Drone Training Centers with necessary infrastructure.
- Mobilization and counseling of candidates.
- Training in theory, simulator usage, hands-on flying, and agricultural drone applications.
- Conducting assessments and certifications as per DGCA guidelines.
- Post-training placement support and tracking of candidates.
- Compliance with all training, safety, and regulatory requirements.
7. Eligibility Criteria for Training Partners:
General Criteria:
- Must have a registered or branch office in Karnataka.
- Must be a Partnership, Private, or Public Limited company.
- Should be DGCA-certified as a Remote Pilot Training Organization (RPTO).
- Minimum turnover of INR 250 Lakhs for the last three years (MSME exemption applicable).
- Should have successfully trained and provided DGCA-certified training.
- Must have at least three DGCA-approved trainers on payroll.
- Must own at least three registered drones meeting required specifications.
- Should have dedicated classroom space with an unobstructed 120m x 60m training area.
- Must have executed at least one government project in Karnataka.
8. Selection Criteria:
- Evaluation Method: Quality and Cost-Based Selection (QCBS)
- Weightage: 70% Technical, 30% Financial
- Technical Evaluation Criteria (Total 100 Marks):
- Financial Turnover (10 marks)
- Training Infrastructure (10 marks)
- Number of Trained Drone Pilots (5 marks)
- DGCA Certification Status (Mandatory)
- Registered Drones Owned (15 marks)
- Faculty & Trainers’ Certification (10 marks)
- Additional Training Courses Offered (5 marks)
- Past Experience in Karnataka Government Projects (10 marks)
- Technical Presentation (25 marks)
- Minimum Qualification: 70 marks required in Technical Evaluation
- Final Selection: Based on the highest combined score from technical and financial evaluations.
9. Eligible Beneficiaries:
- Age: 18 to 45 years
- Educational Background: Agricultural Science Students, Graduates, Scientists, or Agricultural Diploma Holders
- Category: Must belong to the SC community
- Required Documents:
- Aadhaar Card
- Caste Certificate
- Income Certificate (Family Income < INR 5 Lakhs per annum)
- Educational Qualification Certificates
10. Payment Conditions:
- Phase 1 (40%): After completion of the first week of training.
- Phase 2 (30%): After 15 days of training completion.
- Phase 3 (30%): Upon submission of DGCA certification of candidates.
11. Other Terms & Conditions:
- Training Mode: Fully residential, including food and accommodation.
- Training Duration: 15 days, covering theory, simulator, hands-on, and specialized agricultural drone training.
- Placement Support: Mandatory placement assistance and tracking for candidates.
- Performance Security: 5% of the contract value in the form of a Demand Draft or Bank Guarantee.
- Penalties: INR 100 per day per missing resource for delayed implementation.
- Contract Duration: 1 year, extendable based on performance.
- Legal Compliance: The training provider must adhere to Karnataka Transparency in Public Procurement (KTPP) Act guidelines.
- Confidentiality Clause: The bidder must maintain strict confidentiality regarding the project details and data.
