Objective

The primary objective of this EOI for skill development training is to strengthen PRIs as self-governing units capable of planning, implementing, and monitoring developmental schemes. Key goals include:

  • Enhancing participatory planning and effective service delivery.
  • Promoting Localised Sustainable Development Goals (LSDGs).
  • Building digital governance capabilities (e-Gram Swaraj, PFMS, GeM, etc.).
  • Facilitating exposure visits to disseminate best practices.
  • Ensuring transparency, accountability, and compliance with departmental guidelines.

EMD & Tender Fees

  • Earnest Money Deposit (EMD): ₹2,00,000 (online mode only).
  • Tender Cost: ₹5,000.
  • Tender Processing Fee: ₹590.
  • Exemption: Micro/Small-Scale Units with valid UDYAM Registration Certificate are exempt from EMD.
  • Performance Security: 5% of contract value (post-award).

Scope of Work

The empanelled agencies will be responsible for:

  • Organizing interstate exposure visits and training programs for PRI representatives.
  • Conducting workshops on themes such as Panchayat Development Plans, LSDGs, e-governance, disaster management, waste management, and legal frameworks.
  • Implementing RGSA-aligned training modules, including digital literacy, financial management, and leadership development.
  • Ensuring adherence to MoPR guidelines and state government directives.
  • Subtraining timely reports and uploading trainee details to the Training Management Portal.

Eligibility of Training Partners

Agencies must meet the following criteria:

  1. Registered under Societies Registration Act, 1860; Indian Trusts Act, 1882; Companies Act; or LLP Act.
  2. Minimum cumulative annual turnover of ₹3 crore for FY 2022-23, 2023-24, and 2024-25.
  3. At least 3 years of experience in capacity-building/training for PRIs or government departments.
  4. Valid registration on NITI Aayog Darpan Portal.
  5. GST registration and PAN.
  6. ESIC/EPF registration.
  7. No blacklisting/debarment by any government agency.
  8. Submission of audited financial statements, turnover certificates, and experience proofs.

Selection Criteria

Selection will be based on a 100-mark system:

  • Technical Evaluation (60 marks):
    • Cumulative turnover (20 marks).
    • Relevant experience (30 marks).
    • Darpan registration (10 marks).
  • Presentation (40 marks):
    • Training methodology (15 marks).
    • Implementation plan (10 marks).
    • Team capability (10 marks).
    • Risk management (5 marks).
  • Minimum Qualifying Score: 70 marks (combined).

Empanelment Procedure

  1. Submission: Online via eproc2 portal + offline hard copy.
  2. Evaluation: Technical bid evaluation followed by presentation.
  3. Negotiation: Technical and financial negotiations as per RGSA guidelines.
  4. Award: Empanelment contract signed with BSPRI for 3 years (extendable based on performance).
  5. Publication: Award details published within 7 days of contract signing.

Eligible Beneficiaries

  • Elected representatives of Gram Panchayats, Panchayat Samitis, and Zila Parishads.
  • Functionaries and officials of Panchayati Raj Institutions in Bihar.

Total Target to Be Trained

The RFP does not specify a fixed target; training volumes will be determined based on departmental requirements, budgets, and work orders issued to empanelled agencies.

Funding & Payment Conditions

  • Funding Source: Rashtriya Gram Swaraj Abhiyan (RGSA).
  • Payment Terms:
    • 100% payment upon satisfactory completion and verification of services.
    • Submission of invoices, compliance with documentation, and portal uploads required.
    • GST paid at prevailing rates; TDS deducted as per law.
    • Payments released within 30 days of invoice verification.

  • Online: Complete bid uploaded to eproc2.bihar.gov.in.
  • Offline: Hard copy of technical bid submitted to:

Other Terms & Conditions

  • Governance: Contract governed by Bihar State laws; jurisdiction in Patna.
  • Confidentiality: RFE contents are proprietary; bidders must maintain confidentiality.
  • Blacklisting: False declarations or corrupt practices lead to disqualification, blacklisting, and forfeiture of security.
  • Force Majeure: Provisions apply for unforeseen events.
  • Dispute Resolution: Initial mutual discussion, followed by Project Director’s decision, and legal recourse in Patna courts.
  • Amendments: Corrigenda published on bgsys.bihar.gov.in and eproc2 portal.
