Objective of the Tender

UPSAICL is inviting agencies, societies, and NGOs to apply for empanelment to implement training and capacity-building programs for farmers and agricultural stakeholders in Uttar Pradesh. The empanelment is based on technical qualifications only; no financial proposal is required at this stage.

Scope of Work

Empanelled agencies will be responsible for:

  • Designing and upgrading training materials (audio, video, print) in local languages.
  • Conducting one-day grassroots training sessions (5–6 hours per day).
  • Mobilizing participants and delivering participatory, outcome-based training.
  • Arranging venues, equipment, refreshments, and training materials.
  • Coordinating with local government officials (district/block/GP level).
  • Collecting and submitting geo-tagged photos, attendance, feedback, and reports to a designated portal/MIS.
  • Maintaining digital and physical records of all deliverables.

Eligibility Criteria

Pre-Qualification Requirements:

  1. Legal entity registered in India for at least 3 years (consortium/JV/partnership not allowed).
  2. Minimum average annual turnover/utilization of ₹5 crores.
  3. No blacklisting/debarment by any government/PSU.
  4. Must have at least 3 experts from the following domains:
    • Crop Husbandry
    • Agri-Marketing/Value Addition
    • Social Mobilization
    • IT/MIS
    • Law/Accounts
  5. At least 20 resource persons (Graduate/Postgraduate with 3+ years’ experience).

Technical Qualification:

  • Minimum 2 years of experience in farmer mobilization/FPO promotion.
  • Experience in capacity-building, pre- and post-harvest training for FPOs/large farmer groups.

Desirable Qualifications:

  • Experience working in Uttar Pradesh in training/capacity building.
  • Experience working in multiple states in similar domains.
  • Experience in community-engaged training.

Documents Required

  1. Registration certificate, MOA, AOA, PAN/TAN/FCRA.
  2. Proof of turnover (CA-certified with UDIN).
  3. Audited balance sheets and IT returns for last 3 years.
  4. CVs and experience proofs of experts and resource persons.
  5. Work orders, completion certificates, and contract agreements from past projects.
  6. Notarized self-declaration of no blacklisting/debarment (Annexure 1).
  7. List of trainers/resource persons (Annexure 2).
  8. Consent letters from key experts (Annexure 3).
  9. Undertaking on non-blacklisting (on ₹100 stamp paper, Annexure 4).

Evaluation Criteria (Total Marks: 100)

  1. Turnover (5 marks) – ₹5–10 Cr: 3 marks, >₹10 Cr: 5 marks.
  2. Training-specific turnover (10 marks) – up to ₹3 Cr: 2 marks, >₹4 Cr: full marks.
  3. Training delivery (10 marks) – min. 10,000 man-days/participants in last 3 years.
  4. Experience (15 marks) – UP experience, multi-state experience, community training.
  5. Past projects (5 marks) – at least 1 similar project for Central/State Govt. in last 3 years.
  6. Manpower (15 marks) – experts and trainers.
  7. Technical presentation (40 marks) – covering profile, understanding, methodology, output.

Minimum qualifying score: 70 marks.

Financial Proposal (Post-Empanelment)

  • Only empanelled agencies will be invited to submit financial bids.
  • Work will be allocated based on L1, L2, L3 ranking with margin criteria:
    • L2 must be within 10% of L1.
    • L3 must be within 15% of L1.
  • UPSAICL may negotiate with agencies within margins.

Key Terms & Conditions

  • Agreement period: 1 year, extendable based on performance.
  • No use of UPSAICL’s name/logo without prior approval.
  • Empanelment does not guarantee work; formal agreement required.
  • UPSAICL may terminate empanelment for false info, poor performance, or ethical breaches.
  • All intellectual property and data belong to UPSAICL.
  • Disputes to be settled under Arbitration Act 1996 in Lucknow.
  • Governing law: Indian law; jurisdiction: Bhopal courts.

Submission Guidelines

  • Submit only through https://etender.up.nic.in.
  • Use prescribed annexures and formats.
  • All pages must be numbered, signed, stamped.
  • Do not mention prices in the technical proposal.
  • Incomplete or improperly formatted submissions will be rejected.
