Expression of Interest (EOI) – Digital Skilling in Bihar

1. Introduction:

The Bihar Institute of Public Administration and Rural Development (BIPARD) invites Expressions of Interest (EOI) from experienced agencies for the empanelment of organizations to impart digital skilling in technical institutes across Bihar. The selected agencies will provide ERP (Enterprise Resource Planning) training in Government Polytechnic Institutes and Government Engineering Colleges.

2. Key Dates:

  • EOI No.: ERP Training/2025/01/109
  • Date of Availability: 27th February 2025, 06:00 PM
  • Last Date for Queries Submission: 3rd March 2025, 05:00 PM (Email: [email protected])
  • Pre-Proposal Meeting: 5th March 2025, 03:00 PM (Google Meet: https://meet.google.com/tfq-jxje-pua)
  • Response to Queries Release: 6th March 2025, 05:00 PM
  • Last Date for Bid Submission: 13th March 2025, 03:00 PM
  • Opening of Technical Bids: 13th March 2025, 04:00 PM

3. Tender Fee & Earnest Money Deposit (EMD):

  • Tender Fee: INR 10,000/- (Non-refundable)
  • Processing Fee: INR 590/-
  • EMD: INR 5,00,000/- (Five Lakh only) through e-Payment (NEFT/RTGS, Net Banking, Credit/Debit Card) via the e-Proc Portal.
  • EMD Validity: 180 days from the due date of submission.

4. Objectives:

  • Provide high-quality ERP training to students in technical institutes.
  • Equip students with industry-relevant ERP skills to enhance employability.
  • Establish a structured framework for ERP-based digital skilling programs.
  • Collaborate with ERP software providers for skill development.

5. Scope of Work:

  • Provide OEM-approved ERP Education licenses to students.
  • Conduct training sessions in Materials Management, Procurement, Business Application Programming, Cloud Analytics, and Security.
  • Engage certified trainers with industry and academic experience for specialized sessions.
  • Facilitate student and teacher exposure to OEM conferences and industry hackathons.
  • Implement Continuous Progressive Assessments (CPAs) every 50 hours of learning.
  • Provide Global Certification Preparation through mock tests and mentoring.
  • Offer digital joint course completion certificates to successful students.
  • Establish a self-sustainability model for skill development.
  • Develop an online platform for performance tracking and content hosting.

6. Eligibility Criteria for Training Partners:

  1. Legal Registration: The bidder must be a registered entity.
  2. Financial Stability:
    • Average annual turnover ≥ INR 10 Crore in the last three financial years.
    • Positive net worth for at least two of the last three years.
  3. Experience:
    • Minimum 8 years association as an SAP Education Partner.
    • Prior experience with at least one university/college for SAP training.
    • Past experience in running SAP Student Academy training programs.
  4. Certifications:
    • SAP Authorization and Work Orders/Contracts.
    • Should not be blacklisted by any government entity.

7. Selection Criteria:

  • Technical Score (Minimum 50 marks required for financial bid eligibility).
  • Evaluation based on:
    • Business experience (10 Marks)
    • Number of students trained in SAP (25 Marks)
    • SAP partnership duration (10 Marks)
    • Financial strength (10 Marks)
    • Association with universities/colleges for SAP training (20 Marks)
  • Financial bids will be opened for only technically qualified bidders.

8. Eligible Beneficiaries:

  • Students from Government Polytechnic Institutes and Government Engineering Colleges in Bihar.
  • Faculties and trainers involved in ERP-based education.
  • Technical graduates aiming for ERP-based industry placements.

9. Payment Conditions:

  • Invoice submission on activity completion.
  • Payments released upon verifying student training completion and certification.
  • No advance payment; milestone-based disbursement.

  • Right to Reject EOIs: BIPARD reserves the right to reject any or all EOIs without assigning reasons.
  • Penalty for Delays: 2% of contract value per week (maximum 10% of contract value).
  • Performance Bank Guarantee: 10% of total contract value.
  • Confidentiality Clause: The agency must not disclose confidential project information.
  • Termination & Blacklisting: Violation of contract terms may lead to termination and debarment.
  • Intellectual Property Rights: All training content and materials must adhere to legal and copyright regulations.
