The Forest Development Agency (FDA), Shivpuri, Government of Madhya Pradesh, has issued a Request for Proposal (RFP) for the empanelment of eligible Skill Training Providers (STPs). This initiative is part of the Green India Mission’s “Employment through Livelihood Improvement Activities” component. Objective of the RFP

The key objectives of this skill development program are:

To improve livelihood opportunities for forest-proximate communities to reduce pressure on forests and enhance green cover.
To provide skills as a sustainable asset for income generation.
To increase household income through structured, market-oriented certified courses leading to salaried employment and/or self-employment.
To alleviate poverty on a sustainable basis.

Earnest Money Deposit (EMD) & Performance Guarantee

EMD Amount: ₹50,000/- (Fifty Thousand Rupees).
EMD Refund: Refundable after signing of MoU. Will be forfeited if a selected bidder refuses to sign the MoU.
Performance Guarantee: Selected STPs must submit a Performance Bank Guarantee amounting to 3% of the total project cost at the time of signing the MoU.

Scope of Work

The empaneled STPs will be responsible for:

Mobilizing and registering around 1000 eligible candidates from forest-proximate villages in the GREEN INDIA MISSION watersheds of Shivpuri.
Setting up and running training centers in allotted villages.
Organizing skill training programs in batches of 20-50 candidates as per work orders.
Conducting internal and third-party assessments through SSC/NSDC-approved agencies.
Ensuring trainees receive SSC/NSDC issued certificates.
Arranging placements in wage-based jobs or supporting self-employment ventures.
Providing post-placement tracking and support for micro-enterprise setup.

Eligibility Criteria for Training Partners

Organizations must meet all essential criteria:

Registration: Must be registered for a minimum of 5 years.
Type of Entity: Registered private training orgs, government, quasi-government, PSUs, or institutes capable of skill training.
Affiliation: Must be NSDC/SSC affiliated.
Experience in MP: Must have work experience in Madhya Pradesh in the last 3 financial years and possess at least one skill training completion certificate from a Madhya Pradesh state government department.
Blacklisting: Must not be blacklisted by any government agency. Consortium applications are not allowed.

Selection Criteria & Empanelment Procedure

Process: Proposals will be evaluated first on technical criteria. The top 5 bids with the highest technical scores will be selected for empanelment.
Evaluation Method: The technical evaluation is based on a 100-point scale:
- 90 points for documented criteria (Experience, Financials, Training Performance, Outcomes, Company Tie-ups, Course Diversity).
- 10 points for a Technical Presentation. A minimum of 50 marks is required to qualify in the presentation round.
Empanelment Period: Selected STPs will be empaneled for 3 years. Work orders will be issued on a yearly basis, and non-performing STPs can be de-empaneled.

Eligible Beneficiaries

Candidates selected for training must exclusively be from the villages and places falling under the GREEN INDIA MISSION watersheds in the Shivpuri forest area.

Total Target to be Trained

The project aims to skill, certify, and place/self-employ approximately 1000 individuals by the end of the financial year 2025-26.

Job Roles / Courses / Focus Areas

STPs can propose training in the following prospective sectors (Max. 2 batches per trade):

Traditional & Handicrafts: Gond Painting, Paper Mache & Paper Craft, Bamboo/Lantana Furniture Making.
Agriculture & Allied: Organic Farming of Nutri-cereals, Mushroom Cultivation.
Services: Hospitality (Receptionist & Room Attendant), Multi-cuisine Chef (including Bundeli food), Beauty Parlour/Salon, Ayurvedic Massage & Therapies.
Manufacturing: Herbal Product Making (Soap, Shampoo, Oil, Cream).
IT & Telecom: Graphics Designing, Website & App Development, Computer Operator, Mobile Repair.
Technical Trades: Vehicle Repair, Bike Repairing, Electrician.
Entrepreneurship: Sustainable Eco-friendly Home Stay/Farm-Stay/Gram-Stay Management.

Training Duration

The training duration must be a minimum of 200 hours as per SSC guidelines for the chosen trade.
Training hours per day must be between 4 to 8 hours. 8 hours per day is mandatory for residential training.

Funding and Payment Conditions

Cost Norms: Training costs are categorized hourly rates as per Govt. of India gazette:
- Category 1: ₹49.00/hour
- Category 2: ₹42.00/hour
- Category 3: ₹35.10/hour
Payment Schedule (Batch-wise):
- 30%: On commencement of training against validated candidates.
- 50%: On successful certification of trainees.
- 20%: On achieving 70% verified employment.
Assessment Cost: Included in the training cost and must be borne by the STP.

Other Important Terms & Conditions

Anti-Corruption: Any attempt to influence the evaluation process will lead to disqualification and blacklisting.
Penalty/Termination: FDA Shivpuri reserves the right to terminate the contract and forfeit guarantees for non-performance, quality issues, or subletting work.
Certification: All certificates must be issued by the respective SSC/NSDC.
Placement Outcome: A minimum of 70% placement (wage/self-employment) of certified trainees is required within two months of training completion.
Reporting: STPs are responsible for regular reporting on training progress, placements, and enterprise establishment as per FDA formats.
