EOI for Empanelment as Training Partner for Comprehensive Skill Training in Priority Sectors Under Sikkim Inspires Program

Skill Development Department is undertaking the implementation of the Sikkim INSPIRES Program in mission mode with the target of training women and youth over the next two years (FY 2025-26 and FY 2026-27) in Comprehensive skill training, which denotes Technical, Non-Cognitive and Cognitive Skills in Priority Sectors, viz. a) tourism & hospitality b) beauty & wellness, c) IT/ITeS, d) creative design (including digital design, UI/UX, VFX, animation, digital art, graphic design, product design, traditional design – handicraft, handloom, etc.) e) green jobs, and f) Child & elderly care. The target will be achieved through private training providers, industries and government training providers willing to engage in skill development training for the State of Sikkim. This EOI is for empaneling training providers to train the candidates and facilitate their placement.

Proposals are invited from eligible training providers interested in partnering with the Skill Development Department, Government of Sikkim (SDD) for the said purpose. The time period for receipt of proposals is from February 25, 2025 till March 19, 2025.

1. Key Dates:

  • Date of Publishing: February 25, 2025
  • Last Date for Pre-Proposal Queries Submission: March 3, 2025 (15:00 Hrs)
  • Pre-Proposal Meeting Date: March 4, 2025 (14:00 Hrs, Virtual Meeting)
  • Publishing of Pre-Proposal Queries Response: To be notified on SDD website
  • Last Date for Submission of Proposals: March 19, 2025 (15:00 Hrs)
  • Technical Proposal Opening Date: March 20, 2025 (14:00 Hrs, Conference Hall, SDD, Gangtok)

2. Tender Fee & Earnest Money Deposit (EMD):

  • EOI Processing Fee: INR 5,000 (Non-refundable, Demand Draft in favor of “Secretary, Skill Development Department, Government of Sikkim”)
  • EMD: INR 2,00,000 (Fixed Deposit Receipt (FDR) in favor of “Secretary, Skill Development Department, Government of Sikkim”)
  • Exemptions: Government Training Providers are exempted from the EOI Processing Fee and EMD submission.

3. Introduction:

  • The Sikkim INSPIRES program aims to provide comprehensive skill training in priority sectors for youth and women in Sikkim.
  • Implemented under the Skill Development Department (SDD), Government of Sikkim.
  • Priority Sectors:
    • Tourism & Hospitality
    • Beauty & Wellness
    • IT/ITeS
    • Creative Design (UI/UX, VFX, Animation, Handicrafts, etc.)
    • Green Jobs
    • Child & Elderly Care
  • Training will be executed through private training providers, industries, and government training institutes.

4. Objectives:

  • Develop employable skills among youth and women.
  • Provide NSQF-aligned skill training for sustainable employment.
  • Encourage industry-institute partnerships.
  • Improve post-training employment outcomes through structured placement assistance.

5. Scope of Work:

  • Mobilization and counseling of eligible candidates.
  • Conducting NSQF-compliant skill training in approved sectors.
  • Setting up training centers with appropriate infrastructure.
  • Placement support for trained candidates.
  • Post-placement tracking and counseling for 12 months.
  • Compliance with all guidelines issued by SDD.

6. Eligibility Criteria for Training Partners:

Category A: Private Training Providers (Sikkim-Based)

  • Registered before March 31, 2019.
  • Minimum turnover of INR 50 Lakh (FY 2022-23 & 2023-24).
  • Positive net worth as of March 31, 2024.
  • Trained at least 200 candidates in the last five years.
  • Placed at least 100 candidates in employment in the last five years.
  • Preference given to NSDC-affiliated training centers in Sikkim.
  • Only for Category A – To provide an opportunity to Sikkim-based organizations to get empaneled as Training Partners, the option to apply in Joint Venture (JV) shall be allowed. In such cases, both the organizations can jointly or at least one organization must meet the eligibility criteria.
  • Private Training Providers registered / incorporated in Sikkim to be the lead firm

Category B: Private Training Providers (Outside Sikkim)

  • Registered before March 31, 2019.
  • Minimum turnover of INR 5 Crore (FY 2022-23 & 2023-24).
  • Positive net worth as of March 31, 2024.
  • Trained at least 2000 candidates in the last two years.
  • Placed at least 1000 candidates in the last two years.
  • Preference given to NSDC-affiliated training centers in Sikkim.

Category C: Industries

  • Registered before March 31, 2019.
  • Minimum turnover of INR 10 Crore from priority sector operations.
  • Should have an in-house human resource requirement of at least 200 candidates over the next two years.

Category D: Government Training Providers

  • Must provide documentary evidence of being a Central/State Government training provider.
  • Should have adequate training infrastructure.

7. Selection Criteria:

  • Assessment based on financial strength, training capacity, placement record, and sector experience.
  • Preference given to NSDC-affiliated training centers in Sikkim.
  • Empanelment does not guarantee work orders; allocations will be made based on further evaluations.

8. Eligible Beneficiaries:

  • Unemployed youth and women in Sikkim.
  • School/college dropouts interested in skill training.
  • Individuals seeking employment opportunities in priority sectors.

9. Payment Conditions:

  • Tranche 1 (30%): On commencement of training.
  • Tranche 2 (30%): On achieving 70% attendance and 50% training completion.
  • Tranche 3 (40%): On successful certification and placement.

10. Other Terms & Conditions:

  • Training partners must follow SDD’s Process and Cost Norms.
  • Training must be conducted by ToT (Training of Trainers) certified trainers.
  • Biometric attendance and AI-enabled CCTV monitoring required at training centers.
  • Placement assistance mandatory, with structured tracking for 12 months.
  • Performance Evaluation: TPs categorized as High Performing, Satisfactory, Needs Improvement, or On Probation.
  • Termination Clause: Failure to meet required training and placement targets may lead to de-empanelment.
