2. Objective of the EOI
The primary objective is to create a panel of pre-qualified partners with demonstrated expertise in conceptualizing, developing, and delivering high-quality AR/VR/MR-based training courses and solutions. These partners will work with Keltron to implement these programs at their established training centres, thereby boosting digital skills and employability.

5. Scope of Work
The scope for the empaneled partners includes:
- Implementation of AR/VR/MR solutions and infrastructure at designated Keltron Training Centres.
- Design and Development of domain-specific AR/VR-based training courses.
- Providing comprehensive training and deployment support.
- Ensuring future upgrades and maintenance of the implemented solutions.
- The Intellectual Property Rights (IPR) of the application software will vest with Keltron. The source code and complete documentation must be transferred to Keltron.
6. Eligibility Criteria for Training Partners
Bidders must meet the following mandatory criteria:
- Registration: Must be a company registered under the Indian Companies Act, or a Startup, Proprietorship, or Partnership firm with operations in Kerala.
- GST & PAN: Must possess a valid GST and PAN number.
- MSME/Startup Status: Must be a recognized Startup (by DPIIT or Kerala Startup Mission) or hold a valid MSME registration.
- Technical Team: Must have a minimum of 5 in-house qualified and experienced IT professionals/developers (self-declaration required).
- Clean Record: The firm must not be blacklisted, banned, or defaulted by any Central/State Government or PSU entity.
7. Selection & Empanelment Procedure
The selection will be a Two-Stage Competitive Bidding Process:
- Stage 1 (Technical Evaluation): Evaluation of submitted documents (Cover 1) against the eligibility criteria. Qualifying bidders will be shortlisted.
- Stage 2 (Presentation & Demo): Shortlisted bidders will be called for a presentation and product demonstration to evaluate technical capability, product quality, and QA procedures.
- Final Empanelment: Successful bidders will be empaneled. Subsequently, for specific business opportunities, limited e-tenders will be floated only among the empaneled partners to finalize projects. An Agreement/SLA will be signed with the successful bidder for each project.
8. Eligible Beneficiaries and Target
- Eligible Beneficiaries: The training programs are intended for students and trainees at Keltron Training Centres across Kerala.
- Total Target: The specific number of trainees or batches will be defined in the subsequent limited tenders based on specific project requirements.
9. Job Roles / Course Focus Area

10. Funding and Payment Conditions
