Objective

The primary objective of this EOI for Skill Development Training is to:

  • Create a national network of reputable infrastructure providers for NCW’s training programs.
  • Ensure quality, standardized, and decentralized delivery of training.
  • Expand reach to remote, rural, and aspirational districts.
  • Foster collaboration with government bodies, academic institutions, and civil society.
  • Build sustainable training ecosystems at the state level.

EMD & Tender Fees

Scope of Work

Selected partners will provide:

  • Training infrastructure (classrooms, labs, biometric systems, IT facilities).
  • Mobilization of trainees and resources.

  • Real-time monitoring, reporting, and participant support.
  • Conduct of training in sectors such as Apparel, Agriculture, Beauty & Wellness, Management, and Self-Defense.

Eligibility of Training Partners

  • Must be a registered Central/State Government Agency, PSU, or Autonomous Body.
  • Minimum 3 years of existence.
  • Audited financials for the last 3 years.
  • Adequate owned/leased training infrastructure.
  • Valid PAN, TAN, and GST registration.

Selection Criteria

Proposals will be evaluated based on:

  • Mobilization Strategy (40 marks)
  • Technical Specifications (60 marks) – including understanding of objectives, training capacity, team competency, and delivery methodology.

Empanelment Procedure

  1. Preliminary scrutiny of EOIs for eligibility.
  2. Technical evaluation by NCW’s committee.
  3. Empanelment for two years, renewable based on performance.
  4. Signing of MoU with NCW.

Eligible Beneficiaries

  • Women SHG members, Elected Women Representatives (EWRs), students, and other women participants.
  • Focus on marginalized, rural, and aspirational districts.

Total Target to be Trained

  • PMKVY 4.0 RPL Target: 42,000 trainees (subject to change).
  • Mission Shakti Self-Defense Training: 5,000 women SHG members (pilot phase).

Duration

Funding & Payment Conditions

  • Payment linked to milestones, assessments, and certification.
  • Self-defense training cost: ₹5,000 per participant.
