4. Scope of Work

A. Financial Eligibility:

- Positive Net Worth in the last financial year.
- Profit earned in at least one of the last three financial years.
- Submission of CA Certified/Audited Balance Sheets and P&L Accounts for the last 3 years with UDIN.
B. Technical Eligibility:
- Capability to conduct assessments and certification as per Sector Skill Council (SSC) guidelines.
- Experience of having conducted at least one batch of training or workforce development in the last 3 years.
- Access to qualified Trainers and Subject Matter Experts (SMEs).
- Own infrastructure or tie-up arrangements for training delivery (classroom, lab, or virtual).
Relaxation for Startups/MSMEs:
- Financial and technical criteria may be relaxed for DIPP-recognized Startups and MSEs, subject to meeting technical job requirements. A valid startup/MSE certificate must be submitted.
Joint Ventures/Consortiums are NOT allowed.
6. Selection & Empanelment Procedure
- Method: This is a two-stage process.
- Stage 1 (Empanelment): BCL will evaluate all submitted documents (financial, technical, and credentials) to shortlist and empanel qualified vendors.
- Stage 2 (Work Order): For specific projects, Limited Tenders seeking Price Bids will be issued only to the empaneled vendors. The lowest bidder (L1) or as per the tender’s evaluation method will be awarded the work.
- Empanelment Validity: The empanelment is valid for 2 years from the date of empanelment, with a possible 1-year extension based on satisfactory performance.
7. Eligible Beneficiaries & Total Target

11. Other Key Terms & Conditions
- Security Deposit: Successful bidders must furnish a Security Deposit (SD) of 5% of the contract value via Bank Guarantee/DD within 21 days of the Purchase Order. Exemptions may apply for MSMEs, NSIC, etc., subject to BCL’s customer’s terms.
- Performance Bank Guarantee (PBG): A PBG of 5% of the order value is required, which can be substituted for the Security Deposit.
- Sub-Contracting: Not allowed without BCL’s prior written permission.
- Penalties: Delay penalties imposed by BCL’s customer will be passed on to the agency. Penalties also apply for delays in submitting SD/PBG.
- Arbitration: Any disputes will be referred to a sole arbitrator appointed by the Chairman & Managing Director of BCL, with proceedings held in Kolkata.
- Integrity Pact: Selected agencies must execute an Integrity Pact to ensure confidentiality and ethical practices.
- Blacklisting: Bidders with a history of being blacklisted or poor performance will be disqualified.
