1. Introduction

The Chhattisgarh Building and Other Construction Workers’ Welfare Board (CGBOCW), under the State Labour Department, has released an Expression of Interest (EOI) for the empanelment of Training Service Providers (TSPs). This initiative, titled “Mukhyamantri Nirman Majdur Kaushal Vikas Evam Pariwar Sashaktikaran Yojna,” aims to provide skill development training to registered construction workers and their dependents. The program will be implemented under the Recognition of Prior Learning (RPL) component of the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) guidelines. The goal is to enhance employability, certify existing skills, and provide upskilling opportunities through a structured training and assessment process.

2. Objective

The primary objective of this EOI is to empanel qualified and experienced Training Partners (TPs) to facilitate skill training for workers registered with the CGBOCW Board and their eligible dependents. The program seeks to:

  • Formally recognize and certify the existing skills of construction workers through RPL.
  • Bridge skill gaps by providing orientation and bridge courses.
  • Enhance livelihood opportunities and promote sustainable economic empowerment.
  • Improve workplace safety, financial literacy, and awareness of workers’ rights and welfare benefits.

4. Tender Fees & Earnest Money Deposit (EMD)

  • EOI Form Cost: INR 10,000/- (Non-refundable), payable online via the e-Procurement portal.
  • Earnest Money Deposit (EMD):INR 15,00,000/- (Fifteen Lakh) in the form of a Demand Draft in favor of “Chhattisgarh Building And Other Construction Workers’ Welfare Board, Nawa Raipur”.
    • Note: PSUs & CPSUs are exempted from EMD. The original DD must be submitted offline at the CGBOCW office by the specified date and time.

5. Scope of Work

The empanelled Training Partners will be responsible for the end-to-end execution of the RPL program, including:

  • Mobilization: Identifying and mobilizing eligible candidates at identified construction sites.
  • Training Delivery: Conducting a mandatory 12-hour orientation (Stage 1) and a 120-hour Bridge Course (Stage 2) for those who do not clear the Stage 1 assessment.
  • Center Setup: Establishing and managing training centers at worksites that meet accreditation standards set by the Construction Skill Development Council of India (CSDCI).
  • Assessment Coordination: Liaising with CSDCI-empanelled assessment agencies for conducting third-party assessments.
  • Biometric Attendance: Maintaining trainee attendance through a Biometric Attendance System.
  • Reporting & Certification: Submitting regular project reports, performance data on the Skill Development Management System (SDMS), and distributing certificates to successful candidates.
  • Monitoring: Facilitating monitoring and surprise inspections by CGBOCW officials.

6. Eligibility Criteria for Training Partners

Agencies must meet the following minimum eligibility criteria:

  • Entity Type: Central/State Government, PSU, Company registered under the Companies Act, Proprietorship, Society, Trust, or Cooperative Society. Consortium/Joint Ventures are not allowed.
  • Experience: Minimum 5 years of experience in construction sector skilling OR 10 years in other skilling training approved by the government.
  • Financial Turnover: Minimum average annual turnover of INR 5 Crore from training in the last three financial years (2022-23, 2023-24, 2024-25).
  • Training Track Record: Must have trained a minimum of 2,000 construction workers or 5,000 workers in other similar skilling sectors under NCVET/NSDC/PMKVY/BOCW/CSDCI/SSC in the last five financial years.
  • Certified Trainers: Must have a minimum of 10 certified trainers/faculties (certified by SSC/NCVET/NSDC/CSDCI/PMKVY).
  • Registration: Must be listed under NCVET/NSDC/CSDCI/CSSDA/PMKVY.

7. Selection & Empanelment Procedure

The selection is a two-stage process based on a 100-mark system:

A. Technical Evaluation – Part A (70 Marks):

  • Years of Experience (20 Marks)
  • Average Annual Turnover (15 Marks)
  • Number of Workers Trained (15 Marks)
  • Number of Certified Trainers (10 Marks)
  • Number of Training Centers in Chhattisgarh (10 Marks)

B. Technical Evaluation – Part B (30 Marks):

  • Presentation based on understanding of requirements, technical methodology, risk management, innovation, and sustainability.

Empanelment:

  • Agencies must score a minimum of 75% in Part-A (52.5 marks) to qualify for Part-B.
  • The final empanelment will be based on the cumulative score (Part-A + Part-B), with a general cut-off of 75 out of 100 marks.
  • The board reserves the right to empanel single or multiple agencies.

8. Eligible Beneficiaries

  • Construction workers registered with the CGBOCW Board.
  • Dependent family members (Husband/Wife/Daughter/Son) of registered workers.
  • Must have a valid live registration certificate.
  • Age group: 18 to 50 years.
  • A candidate can avail of training only once every three years.

9. Total Target & Job Roles

  • Total Target: The total number of trainees will be decided by CGBOCW for each financial year and allocated district-wise to empanelled TPs.
  • Approved Job Roles: Bar-bending, Assistant Masonry, Masonry, Shuttering, Carpentry, Plumbing, Painting, and Scaffolding.
  • Note: The board reserves the right to modify the list of job roles as per requirement.

10. Duration, Funding & Payment Conditions

  • Empanelment Duration: 2 years, extendable by another 1 year based on performance.
  • Funding: The project is funded through the Cess collected under the BOCW Cess Act.
  • Payment Structure:
    • Stage 1 (12-hr Orientation): INR 1,400 per certified candidate to the TP.
    • Stage 2 (120-hr Bridge Course): INR 5,880 (Category I) or INR 5,040 (Category II) per certified candidate to the TP.
    • Assessment Fee: INR 900 per assessed candidate, paid to CSDCI.
    • Honorarium: INR 35 per hour paid directly to the registered worker trainee via DBT. Dependents are not eligible for honorarium.
  • Payment Milestones: Released in 4 installments (10%, 30%, 40%, 20%) linked to key milestones like target allocation, attendance verification, assessment results, and certificate distribution.

11. Mode of Submission

  • Submission Portal: Proposals must be submitted ONLINE ONLY via the Chhattisgarh E-Procurement Portal: https://eproc.cgstate.gov.in
  • Offline Requirements: The original EMD (Demand Draft) and a pen drive containing the Part-B presentation must be submitted separately at the CGBOCW office by the deadline.

13. Other Key Terms & Conditions

  • Performance Bank Guarantee (PBG): A PBG for 10% of the work order value from a nationalized bank is required upon award.
  • Blacklisting: Agencies blacklisted by any Government/PSU are not eligible.
  • Termination: The contract can be terminated with a one-month notice for non-performance, leading to EMD forfeiture and potential blacklisting.
  • Jurisdiction: The courts in Raipur, Chhattisgarh, will have exclusive jurisdiction over any disputes.
  • Integrity Pact: The successful bidder must sign a Pre-Contract Integrity Pact.
