Objective of the EOI
The key objective of this EOI is to empanel proficient and experienced Training Partners across all districts of Assam. The aim is to ensure the effective delivery of beneficiary-level training, which is a crucial part of the PMFME Scheme. This initiative seeks to build the capabilities of individual entrepreneurs and SHG members, facilitating their access to credit, formalization, and integration into the organized food processing supply chain.

Scope of Work for Training Partners
The empaneled Training Partners will be responsible for the following:
- Conducting Physical Trainings: Organizing and delivering beneficiary-level training in physical mode at the district and block levels.
- Types of Training:
- 3-Day (24 hours) Training: For Credit Linked Subsidy Beneficiaries (individuals and groups) recommended by the District Level Committee (DLC).
- 1-Day (8 hours) Training: For SHG members who receive Seed Capital under the PMFME Scheme.
- Engagement of Trainers: Reaching out to and utilizing already empaneled Master Trainers (MTs) and District Level Trainers (DLTs) certified under PMFME. TPs can also identify new DLT candidates for certification.
- Logistics & Coordination: Managing trainee outreach, batch formation (max 30 trainees), securing feasible training venues with presentation facilities, and coordinating rescheduling if necessary.
- Administrative Duties: Uploading data to the NIFTEM portal, ensuring attendance verification by government officials, and distributing generated certificates to trainees.
- Documentation & Billing: Submitting all required documents, pictures, and raising bills online on the Training Portal and in hard copy to the SNA as per the cost norms in the PMFME guidelines.
Eligibility Criteria for Training Partners
Interested organizations must meet the following eligibility conditions:
- Private Entities: Must be empaneled under PMKVY, NSDC, or FSSAI with experience in food processing skill development.
- Government Entities: Govt. institutes involved in capacity building or conducting vocational courses in Food Processing.
- Registration: Must possess active registration documents (Society/Company Registration, MoU, Trade License, etc.).
- Experience: Must have prior experience of working in Assam, preferably in offline trainings in the Food Processing sector (Hotel Management/F&B services not counted).
- Local Presence: Must have a registered office in Assam.
Selection & Evaluation Criteria
The selection is a multi-stage process with a total score of 100 marks:
- Phase 1: Document Verification & Eligibility Check.
- Phase 2: Scoring (75 Marks): Based on the following criteria:
- Existence of the Organization (up to 10 marks)
- Experience in Capacity Building (Years & No. of Trainees) (up to 20 marks)
- Experience in Food Processing Training (Years & No. of Trainees) (up to 20 marks)
- Prior Experience Working in Assam (up to 10 marks)
- Trainings Conducted for Govt. Agencies/Schemes (up to 15 marks)
- Phase 3: Interview (25 Marks): Top scorers from Phase 2 will be called for an interview.
- Phase 4: District-wise Empanelment: Final scores (document score + interview score) will be used for district-wise ranking. A minimum of one and a maximum of three top applicants per district will be empaneled.
- Phase 5: Work Allocation: Final work allocation will be based on operational ease, equal workload sharing, and suitability. Empanelment does not guarantee immediate work; performance will be reviewed quarterly.
Empanelment Procedure
Empanelment is for being listed as a qualified vendor. After empanelment, the Internal Selection Committee of AIDC will handle the engagement and specific work allocation to TPs based on district requirements and the TP’s performance.
Eligible Beneficiaries to be Trained
The training is targeted at two categories of beneficiaries:
- Credit Linked Subsidy Beneficiaries: Individuals, SHGs, FPOs, and Cooperatives whose applications are recommended to banks by the DLC.
- Seed Capital SHG Beneficiaries: SHG members (under ASRLM and ASULM) who receive seed capital (up to ₹40,000 individually or ₹4,00,000 per group) for micro food processing enterprises.
Total Target to be Trained
The Government of Assam has a target to bring 12,778 individual enterprises under credit-linked subsidy and formalization under the PMFME Scheme. The training partners will be responsible for training a significant portion of these beneficiaries and the SHG members.

Funding & Payment Conditions
The cost norms for both types of trainings are specified in Annexure 3 and Annexure 4 of the Revised Capacity Building Guidelines available on the PMFME website. Training Partners must raise bills and submit supporting documents online on the Training Portal and in hard copy to the SNA for payment processing.
