EMD (Earnest Money Deposit)

Scope of Work
The selected agency will be responsible for:

- Geographic Coverage: Delivering services across all 38 districts of Bihar or as per the approved training plan.
- Coordination: Working under the supervision of BSPRI nodal officers and District Panchayat Raj Offices (DPRO).

- Certifications: Valid FSSAI License, PAN, GST Registration, and audited financial statements.
- Blacklisting: Must not be blacklisted by any government entity.
Selection Criteria
- Technical evaluation based on submitted documents (Annexures 1–5).
- Compliance with eligibility criteria and mandatory requirements.
- Past experience in similar assignments.
- Financial stability and statutory compliance.
- Final empanelment based on technical responsiveness and BSPRI’s discretion.
Empanelment Procedure
- Submission: Bidders must submit technical bids online via https://eproc2.bihar.gov.in and a hard copy to BSPRI’s office.
- Evaluation: Technical bids will be evaluated for compliance and responsiveness.
- Presentation: Shortlisted bidders may be called for a presentation (if multiple qualified bids per district).
- Award: Contract awarded to technically qualified bidders meeting all criteria.
- Performance Security: Selected bidders must furnish a Performance Security of ₹30,000 per district via Bank Guarantee.
