1. Introduction
Samagra Shikshana Karnataka (SSK), under the Department of School Education and Literacy, Government of Karnataka, invites proposals from eligible training providers for the implementation of vocational skilling programs in the IT-ITeS sector under the National Skills Qualification Framework (NSQF). The program aims to enhance employability and readiness for higher studies or livelihood among secondary and higher secondary students (Classes 9–12) in 306 schools across Kalyan Karnataka Regions.

The selected training providers will deploy qualified Vocational Trainers (VTs) and Vocational Coordinators (VCs) to deliver sector-specific training, ensuring hands-on learning, industry exposure, and career readiness.
2. Objectives
- Introduce vocational (NSQF-compatible) courses for students in Classes 9–12.
- Enhance employability and self-employment opportunities.
- Improve retention rates and reduce school dropouts.
- Ensure 100% student pass rate with 75% scoring ≥80% in practical assessments.
- Facilitate internships, apprenticeships, and job placements.

4. Earnest Money Deposit (EMD) & Tender Fees
- EMD: ₹9,63,000 (electronically payable).
- Performance Security: 5% of the total bid amount (submitted within 20 days of acceptance).
- Bid Validity: 90 days from submission.
5. Scope of Work
The selected training provider will:
- Deploy 306 Vocational Trainers (VTs) and 10 Vocational Coordinators (VCs) in designated schools.
- Conduct classroom training, practical sessions, guest lectures, field visits, and internships.
- Ensure 100% syllabus completion as per NSQF guidelines.
- Set up 3 resource labs for hands-on training.
- Organize job fairs, industry visits, and career counselling.
- Maintain real-time monitoring dashboards for program tracking.
6. Eligibility of Training Partners
Mandatory Criteria:
- Affiliation with NSDC/Sector Skill Council (SSC) in IT-ITeS.
- Financial Turnover: Twice the tender amount for the last 3 years (2022-23 to 2024-25).
- Experience: Trained at least 500 candidates in IT-ITeS (PAN India).
- Training Centers: Minimum 300 centers (additional marks for rural coverage).
- Legal Compliance: GST, PAN, IT returns, EPF, ESI, and other statutory documents.
Desirable:
- NQAF Level 2 or higher accreditation.
- Experience in government skilling programs.
7. Selection Criteria

8. Empanelment Procedure
- Submission: Online via https://eproc.karnataka.gov.in.
- Evaluation:
- Technical bid scrutiny (document verification).
- Financial bid opening (only for technically qualified bidders).
- Award: Contract to L1 bidder meeting all criteria.
9. Eligible Beneficiaries
- Students of Classes 9–12 in 306 government schools across Kalyan Karnataka.
- Focus on underprivileged groups (women, differently-abled).
10. Total Target to be Trained
- Minimum 20 students per level (9th–12th) per school.
- 80% internship placement for Class 11 & 12 students.
11. Job Roles / Focus Areas
- IT-ITeS sector (as per NSQF Level 4 standards).
- Key Skills: Basic computing, digital literacy, soft skills, industry readiness.
12. Duration
- 10 months (excluding school vacations).
- Extendable by 2 years based on performance.
13. Funding & Payment Conditions
- Trainer Salary: ₹20,000/month (inclusive of statutory deductions).
- Service Charges: As quoted in the financial bid (per school/month).
- Penalties:
- Late trainer deployment: ₹500/day.
- Missed visits/activities: 3% deduction per default.
Payment Mode:
- Trainers: ECS/online transfer (by 5th of every month).
- VTP Reimbursement: RTGS (within 20 days of bill submission).

16. Other Terms & Conditions
