The selected agencies will be empaneled under a Framework Agreement (FA) for three years (extendable to five years based on performance) to support MDOs and state governments in formulating and executing CBPs aligned with national priorities, citizen-centric governance, and emerging technologies.

Scope of Work
The selected agencies will:
- Conduct as-is assessments of departments to identify capacity gaps.
- Develop Training Needs Assessment (TNA) reports.
- Formulate Annual Capacity Building Plans (ACBP) and ACBP Lite (for quick implementation).
- Design competency-based training modules (Domain, Functional, Behavioral).
- Integrate digital learning platforms like iGOT-Karmayogi.
- Provide handholding support for implementation.
- Establish Monitoring & Evaluation (M&E) frameworks.
Functional Groups for CBPs:
- Group A (Social Sectors): Education, Health, Rural Development, Skill Development, etc.
- Group B (Agriculture & Environment): Agriculture, Water Resources, Fisheries, etc.
- Group C (Infrastructure & Economy): Energy, Transport, Urban Development, etc.
- Group D (Governance & Administration): IT, Finance, Planning, Home, etc.
Eligibility Criteria for Training Partners
Mandatory Requirements:
- Legal Entity: Must be a registered company/LLP/Partnership under Indian laws with valid PAN & GST.
- Financial Stability:
- Minimum INR 5 Cr. liquid assets at the time of bidding.
- Positive net worth for the last 5 financial years (2020-21 to 2024-25).
- Experience:
- At least 3 relevant projects (each worth INR 1 Cr.+) in Capacity Building Plans (CBP), Training Needs Assessment (TNA), or HR consulting for government/PSUs/large enterprises.
- Domain Expertise: Minimum 4 sectors for Group A and 3 sectors for Groups B, C, D.
- Manpower: At least 30 technical personnel on payroll.
- World Bank Eligibility: Must not be debarred by the World Bank.

Financial Proposal (Capped Rates)
