(CSIDC), a Government of Chhattisgarh undertaking, invites proposals from eligible training agencies/institutes for empanelment under the Entrepreneurship Development Programme (EDP) and Capacity Building initiative across two zones in Chhattisgarh under the Raising and Accelerating MSME Performance (RAMP) Scheme. This initiative aims to enhance the competitiveness of Micro, Small, and Medium Enterprises (MSMEs) by providing structured training, skill development, and market linkage support.

Objectives
The key objectives of this RFP are:
- To empanel qualified training agencies/institutes for delivering Entrepreneurship Development Programmes (EDP) and Capacity Building initiatives.
- To enhance entrepreneurial skills among prospective entrepreneurs, women-led MSMEs, SHGs, and existing MSMEs.
- To improve business readiness through structured training in financial literacy, digital marketing, compliance, and sector-specific skills.
- To facilitate market linkages, exposure visits, and advanced skill development programs.

Earnest Money Deposit (EMD)

Scope of Work
The selected agencies will be responsible for:
- Mobilization & Counselling:
- Identify and enroll participants (minimum 30 per batch).
- Conduct awareness workshops and orientation sessions.
- Training Delivery:
- Entrepreneurship Development Programmes (EDP/ESDP) – 2-week training.
- Advanced Skill Development – 2-day sector-specific training.
- Exposure Visits – Benchmarking visits for MSMEs.
- Curriculum Development:
- Prepare training modules in Hindi and English.
- Include case studies, digital tools, and compliance training.
- Certification & Monitoring:
- Issue certificates to participants.
- Maintain digital records and submit impact assessment reports.
Eligibility Criteria for Training Partners

- Experience in government projects (20 marks).
- Turnover (20 marks).
- Approach & Methodology (30 marks).
- Financial Evaluation (30% weightage): Least Cost Selection (LCS) method.
Empanelment Procedure
- Technical Bid Evaluation: Only qualified bidders proceed.
- Financial Bid Opening: Lowest bidder (L1) selected.
- Empanelment: Agencies matching L1 price will be empanelled.
- Contract Award: Work orders issued based on performance.
