The Tribal Affairs Department (TAD), Government of Madhya Pradesh, invites proposals from qualified coaching agencies to provide coaching services for Scheduled Tribe (ST) students preparing for the Common Law Admission Test (CLAT) under the Akanksha Yojna. The scheme aims to bridge educational gaps and enhance the success rate of ST students in national-level law entrance exams by offering professional coaching, hostel facilities, and academic support.

Objective

The primary objective of this RFP is to:

  • Improve the success ratio of ST students in CLAT.
  • Provide quality coaching, study materials, and mentorship.
  • Ensure equal opportunities for ST students in competitive exams.
  • Facilitate admissions to prestigious National Law Universities (NLUs) and other qualifying institutions.

EMD (Earnest Money Deposit)

  • Amount: ₹10,00,000 (Non-refundable if terms are violated).
  • Mode: Online payment via MP e-Procurement portal.
  • Forfeiture Conditions:
  • Bid withdrawal during validity.
  • Failure to sign the contract or submit Performance Bank Guarantee (PBG).

Scope of Work

The selected coaching agency (CA) must:

  1. Conduct Entrance Exams: Administer qualifying tests for student selection.
  2. Provide Coaching: Offer offline coaching (online only in emergencies like COVID-19).
  3. Infrastructure: Ensure a minimum 2500 sq. ft. coaching center in Jabalpur.
  4. Study Materials & Tablets: Supply new tablets with preloaded content, offline/online study materials.
  5. Transportation: Arrange student transport between hostels, schools, and coaching centers.
  6. Monitoring: Maintain biometric attendance, LMS for tracking progress, and submit monthly reports.
  7. School Enrollment: Facilitate CBSE/MP Board admissions for selected students (school fees capped at ₹25,000/year).

Financial Evaluation

  • Lowest bidder gets 100 marks; others scored proportionally.
  • Final Score = (70% Technical + 30% Financial).

Empanelment Procedure

  1. Pre-Qualification Check: Mandatory compliance with eligibility criteria.
  2. Technical Evaluation: Bidders scoring ≥60/100 proceed to financial bid opening.
  3. Financial Bid Evaluation: Lowest bidder wins (subject to technical compliance).
  4. LOI & Contract Signing: Successful bidder must submit PBG (3% of contract value) within 15 days.

  • ST students scoring ≥60% in Class 10 (CBSE/MP Board).
  • Family income ≤₹6 Lakh/year.
  • Initial Target: 200 students/year (Class 11 & 12).
