The selected NGO will be responsible for field monitoring, IEC campaigns, capacity building, documentation, and community mobilization to ensure compliance with Swachh Survekshan parameters and sustainable waste management practices.
Objective
The key objectives of this RFP include:
- Eliminating open defecation and promoting safe sanitation practices.
- Ensuring 100% source segregation and scientific solid & liquid waste management.
- Behavioral change through awareness campaigns (IEC/BCC).
- Capacity building for sanitation workers, RWAs, and local stakeholders.
- Documentation support for Swachh Survekshan, ODF, and GFC certifications.
- Transforming garbage vulnerable points (GVPs) through beautification drives.
- Enhancing citizen engagement via digital tools and community participation.

Earnest Money Deposit (EMD) & Tender Fees

Scope of Work
The selected NGO will perform the following activities:

1. Sanitation & Waste Management Surveys
- Conduct household-level surveys on sanitation, waste segregation, and open defecation.
- Identify gaps and recommend solutions (e.g., IHHL toilets, desludging operations).
2. IEC & Community Mobilization
- Organize Nukkad Nataks, rallies, workshops, and Swachhata campaigns.
- Promote source segregation, home composting, and plastic waste reduction.
- Distribute IEC materials (banners, pamphlets, wall paintings).
3. Field Monitoring & Compliance
- Daily monitoring of public toilets, urinals, waste collection points, and GVPs.
- Geo-tagging of waste storage facilities.
- Ensure no open dumping or burning of waste.
4. Documentation & Certification Support
- Prepare reports for Swachh Survekshan, ODF+, ODF++, Water+, and GFC Star Rating.
- Maintain MIS and digital data for real-time tracking.
5. Capacity Building & Training
- Train sanitation workers, RWAs, students, and vendors on waste management.
- Conduct health camps and skill development programs for Safai Mitras.
6. Liquid Waste Management
- Monitor sewage treatment plants (STPs), FSM, and water body cleanliness.
Eligibility Criteria for NGOs
1. Legal Status
- Registered under Trust Act, Societies Act, or Section 8 of Companies Act.
2. Financial Capacity
- Average annual turnover of at least ₹48.47 Lakhs in 3 of the last 4 financial years (2020-21 to 2023-24).
3. Technical Experience
- Minimum 3 similar projects (costing ≥40% of estimated project cost ₹1.61 Crore) in sanitation/waste management.
- Experience in Swachh Survekshan, IEC, or urban sanitation projects.
4. Manpower Requirements
- At least 50 technically qualified staff on payroll.
- Key roles: Project Coordinator, Waste Experts, MIS Specialist, Community Mobilizers.
5. Compliance Documents
- PAN, GST, EPF registration.
- No blacklisting by any government/PSU in the last 10 years.
Selection Criteria
- Technical Evaluation (70% weightage):
- Experience in similar projects (40%).
- Manpower & team expertise (30%).
- Financial Evaluation (30% weightage):
- Lowest bid (L1) will be selected.
Empanelment Procedure
- Bid Submission: Online via GNIDA’s e-procurement portal (etender.up.nic.in).
- Technical Evaluation: Only compliant bids proceed to financial evaluation.
- Financial Bid Opening: For technically qualified bidders.
- Award of Contract: To L1 bidder post-negotiations (if required).
Funding & Payment Terms
- Total Project Cost: ₹1.58 Crore (Lump-sum + GST).
- Payment Schedule:
- 24 monthly installments based on deliverables.
- 10% penalty for delays beyond 15 days.
- Performance Security: 5% of project cost (to be submitted post-selection).
