The Commissionerate of College Education (CCE), Government of Rajasthan, has issued a Request for Proposal (RFP No. CCE/ISDC/F.L./2024-25/18656-6378119/517) for the empanelment of Foreign Language Training Institutes. This initiative, under the “Foreign Language Communication Skill Scheme”, aims to establish training centers in Government Colleges across Rajasthan to enhance the employability of youth by providing them with certified skills in high-demand foreign languages.

Objective

The primary objective is to democratize access to foreign language skills, empower youth across diverse regions of Rajasthan, and contribute to the state’s ability to attract international collaborations and investments. The project specifically aims to:

  • Develop foreign language training infrastructure in Government Colleges.
  • Partner with embassies and international certification bodies.
  • Equip students with proficiency in French, German, Spanish, Italian, Russian, and Japanese.
  • Address the growing demand for foreign language skills in sectors like tourism, international business, outsourcing, and diplomacy.

Scope of Work

The selected Training Partner will be responsible for the end-to-end execution of the program at allocated government colleges, including:

  1. Curriculum Design: Develop a curriculum aligned with international standards (CEFR for European languages, JLPT for Japanese).
  2. Centre Establishment: Set up state-of-the-art training infrastructure within the provided college space.
  3. Trainer Deployment: Provide qualified and experienced trainers proficient in the language, English, and Hindi.
  4. Mobilization & Counselling: Conduct outreach, interest assessment, and counselling for candidates.
  5. Training Delivery: Provide offline/classroom training using interactive methodologies.
  6. Assessment & Certification: Conduct internal assessments and award course completion certificates.
  7. Career Guidance: Organize workshops on career opportunities and provide placement support.
  8. Monitoring & Reporting: Submit progress reports and participate in review meetings.

Eligibility Criteria for Training Partners

The applicant must be a legally registered Foreign Language Training Institute in India and meet the following criteria for each language they apply for (max. 2 languages):

  1. Legal & Tax: Valid GST & PAN registration; cleared GST dues up to 31-Mar-2025.
  2. Financial:
    • Average Annual Turnover: Minimum ₹ 1.0 Crore for the last 3 financial years (2021-22 to 2023-24/25).
    • Net Worth: Positive net worth for each of the last 3 consecutive years.
  3. Operational:
    • Trainers: Minimum 3 trainers on-roll for the applied language.
    • Experience: Minimum One Functional Training Centre in India.
    • Trainees: Trained at least 200 students in the past three years (FY 22-23 to 24-25).
  4. Integrity: Must not be blacklisted by any government entity and must submit various self-declarations and affidavits.

Selection Criteria (QCBS – 80:20)

The selection will use a Quality and Cost Based Selection (QCBS) method with an 80% weightage for Technical Score and 20% for Financial Score.

A. Technical Evaluation (Max 100 Marks)

  • Organizational Strength (70 Marks): Based on annual turnover, number of trainers, tie-ups with embassies/international bodies, number of functional centers, and past training experience.
  • Technical Presentation (30 Marks): Based on understanding of the assignment, methodology, innovative concepts, curriculum structure, and risk mitigation.

B. Financial Evaluation (20%)

  • The financial score (SF) is calculated as: SF = 100 × (Lowest Quote / Your Quote)
  • Final Composite Score: S = (Technical Score × 0.8) + (Financial Score × 0.2)

Empanelment & Allocation Procedure

  1. The top three bidders for each language, based on the highest composite scores, will be selected.
  2. Target Allocation:
    • The 1st ranked partner gets 60% of the total language-wise target.
    • The 2nd and 3rd ranked partners get 20% each of the remaining target.
  3. Selected partners will receive a Letter of Acceptance (LOA) and must sign an Agreement initially valid for 2 years (extendable by 1 more year).

Eligible Beneficiaries

  • Regular and pass-out students from government colleges under Rajasthan CCE.
  • Other citizens of Rajasthan falling in the age group of 18-35 years.

Total Target to be Trained

The client targets to train 960 students in the first year of operation.

Funding and Payment Conditions

  • Bidders must quote their all-inclusive price per trainee for each level and a combined course rate in their financial bid (Taxes included, GST excluded).
  • Payment will be linked to the delivery of services and achievement of milestones as per the agreement.
  • No payment will be made during a Force Majeure event or upon termination of the agreement.

Other Important Terms & Conditions

  • Governing Law: The agreement shall be governed by the laws of India, under the jurisdiction of courts in Jaipur, Rajasthan.
  • Dispute Resolution: Disputes will be settled through mutual consultation, followed by arbitration in Jaipur as per the Arbitration and Conciliation Act.
  • Blacklisting & Penalties: Provisions of the RTPP Act 2012 and Rules 2013 apply. Severe penalties, including fines and debarment for up to 3 years, are prescribed for violations like corruption, bid-rigging, or withdrawal after being declared successful.
  • Confidentiality: All project-related materials and data will be the sole property of the client.
