As a successor to PMKVY 2016-20, the Scheme is planned to be implemented in FY 2020-21. Under Short Term Training (STT), the goal for training 2,20,000 candidates has been set. National Skill Development Corporation (NSDC) would be allocating targets to the eligible Training Providers (TP). Under STT-CSCM, the target allocation of 2,00,000 numbers would be considered.

The target of 87,473 has been allocated to Pradhan Mantri Kaushal Kendras (PMKK) TCs in STT-CSCM PMKVY 3.0 in FY 2020-21.

In continuation to the Notice inviting proposals dated 20.02.2021 (Reference: http://pmkvyofficial.org/App_Documents/News/notice-invitingproposals-STT-CSCM-PMKVY-3.0-FY-20-21.pdf ). Furthermore, it is estimated that the approximate training targets to be allocated under RFP route would be around 1,12,527. The allocation of these targets will be done through phase wise RFP.

The districts for which the District Skill Committees have shared the job role demand are included in this 1st phase of the RFP. The remaining districts across the country will be included in the next phase of the RFP for target allocation in STT-CSCM PMKVY 3.0.

Key features of PMKVY 3.0

The major steps involved in the selection of Training Providers in the project mode as per this RFP
are summarized below:

  1. PMKVY RFP mode focuses on the inclusiveness of Training Providers in the form of government and private institutions, small companies, start-ups, NGOs, and others.
  2. Along with this, the RFP puts emphasis on quality of Training and placement. Training organizations that wish to train candidates in aspirational districts as identified by NITI Aayog are encouraged to apply.
  3. Only organizations that have existing centers where the trainings may be conducted. NSDC does not guarantee target allocation to any organization applying through this RFP. No organization should set up any new centers for the purpose of this RFP.
  4. Eligible Institutions and organizations are invited to submit proposals for the allocation of targets through this RFP. The applications will be accepted only during a fixed time period.
  5. Each applicant organization (“Applicant”) will have to register on an online portal.
  6. Each Applicant can submit proposal for multiple proposed centers. Each training center proposed by an Applicant should contain the details of the sector for training along with job roles in which the Applicant wishes to conduct trainings.

Classification of Applicants

Target allocation through RFP route would involve the below categories organizations:

  1. New Organizations
  2. Training Providers with STT-CSCM PMKVY 2016-20 engagement

The below major steps would be followed in the Proposal submission stage:

  1. An organization should select the state and district of application for the RFP. The TP would be required to select the TC it wishes to include for the proposal. If the TC Id is available, then that would be shown in the Portal as a drop-down menu.
  2. An organization should select the category of its application. The categories have been illustrated in the Evaluation and Shortlisting section of this RFP.
  3. As per the selected category, the TP would be able to select the job role(s) to be included in the proposal. The job roles list would be made available to the TP as a drop-down menu basis job role(s) recommended by SSDMs / DSCs and Accreditation and Affiliation (A&A) on SMART information of the TC in Skill India Portal.
  4. The TP should provide other details for the proposal such as target details, center area (if a new center), and others.

Submission of proposals

The proposal should be submitted online by visiting proposal management system at pmkvyofficial.org that would be accessible to training provider on 12-04-2021. The tentative schedule for the process is highlighted in the table below:

In case the eligibility conditions of the Applicant do not suffice the condition set by this RFP, the Applicant will not be allowed to submit proposals. All queries related to RFP to be sent to [email protected] only.

Proposal Processing Fee

A non-refundable one-time fee of INR 15,000-/- (Fifteen Thousand only) is to be provided by all Applicant as a registration fees through any one of the multiple modes of online payment available on the project application portal. Additionally, the Applicant need to provide a fee of INR 2,500 (Two Thousand Five Hundred only) for each proposal submitted by the TP.

Submission of proposal and paying of proposal processing fees under RFP mode doesn’t guarantee allocation of target under the Scheme. This RFP doesn’t encourage creation of any new training infrastructure specifically for imparting training under PMKVY. NSDC shall in no case be responsible or liable for those costs, regardless of the conduct or outcome of the proposal process.

Evaluation Process

Evaluation of all the proposals will be done for each category only after the deadline for submission has passed. Each organization should submit district wise proposal. These proposals would be classified in the below categories for each district:

Note: The Organisation applying under Category C3 and C4 need to submit an Undertaking-cum Indemnity Bond on an INR 100/- Stamp paper. The format for the Indemnity bond is given at Annexure 18.2
