📘 Introduction

The SBI Foundation, the CSR arm of the State Bank Group, invites proposals from eligible non-profit organizations under its flagship program SBIF ILM – Integrated Learning Mission. This initiative supports the advancement of STEM (Science, Technology, Engineering, and Mathematics) education in India’s remote and border villages as part of the Vibrant Villages Programme (VVP-II).
SBI Foundation aims to promote inclusive, equitable, and quality education for underprivileged children and youth, strengthening India’s STEM ecosystem through innovation, technology, and community participation.


🎯 Objective

The objective of this RFP is to fund impactful CSR projects that:

  • Enhance STEM education and digital learning in remote and border schools.
  • Build teacher capacity and improve learning outcomes.
  • Promote gender inclusivity, experiential learning, and community participation.
  • Strengthen the educational ecosystem in Vibrant Villages Programme-II (VVP-II) regions across 17 states and UTs.

💰 EMD and Tender Fees

There is no EMD or tender fee applicable for this CSR RFP. NGOs are required to bear only the cost of preparing and submitting the proposal.


⚙️ Scope of Work

The selected NGOs will implement STEM learning projects in government schools situated in remote and border villages. Key components include:

  • Baseline survey and STEM learning assessment.
  • Installation of STEM labs and hands-on learning tools.
  • Teacher training in digital pedagogy and STEM methodologies.
  • After-school learning clubs, mentoring, and practical sessions.
  • Community awareness and parental engagement campaigns.
  • Strengthening School Management Committees (SMCs).
  • Monitoring, evaluation, and sustainability measures.

Each NGO should cover at least 50–55 schools across up to two adjacent states.


👥 Eligible Beneficiaries

  • Students of Grades 6–8 in government schools in remote and border villages.
  • Teachers of the same schools (for capacity building and STEM pedagogy training).
  • Communities and SMC members indirectly benefitting through awareness and governance support.

🎯 Total Target and Focus Areas

  • Coverage: Approx. 250 government schools under VVP-II across 17 States/UTs.
  • Beneficiaries: Students (Grades 6–8) and Teachers.
  • Focus: STEM education, digital learning, teacher training, and gender equity.

⏱️ Duration

Projects will run for a period of 1 to 3 years, depending on the proposal and approved budget.


💸 Funding and Payment Terms

  • Project Budget Range: ₹1 crore to ₹3 crore.
  • Disbursement: Quarterly or half-yearly, based on verified reports and satisfactory performance.
  • NGOs must open a dedicated bank account in State Bank of India for fund utilization.
  • Regular reporting and third-party audits are mandatory.

🧾 Eligibility of Training / Implementing Partners

NGOs must meet the following criteria:

  • Registered non-profit organization (Trust, Society, or Section 8 Company) in India.
  • Minimum 5 years of experience in STEM education or digital learning.
  • Minimum revenue of ₹5 crore over the last three financial years (for projects above ₹1 crore).
  • Proven experience in:
    • STEM lab setup and operations
    • Teacher training and digital pedagogy
    • Community engagement in rural/border areas
    • Implementation of education projects under Government or CSR funding
    • Integration of technologies like Robotics, AI, AR/VR in classrooms

Organizations with government convergence experience (ATL, PM SHRI, Samagra Shiksha) will be preferred.


🧮 Selection Criteria

Proposals will be evaluated on:

  1. Alignment with SBIF ILM framework.
  2. Innovation and sustainability of proposed model.
  3. Implementation methodology and measurable outcomes.
  4. Experience in STEM and digital education.
  5. Organizational capacity, governance, and financial strength.
  6. Track record of impact and scalability.

Agencies with less than ₹5 crore turnover, political/religious affiliations, or inadequate documentation will be disqualified.


📝 Empanelment Procedure

  1. Submission of proposal via email to sbifilmrfp@sbifoundation.co.in by 21st October 2025.
  2. Shortlisting based on eligibility and evaluation criteria.
  3. Presentation before the SBI Foundation internal committee.
  4. Final selection and signing of Grant Agreement/MoU.
  5. Implementation and periodic monitoring by SBI Foundation.

⚖️ Other Terms and Conditions

  • Only one proposal per NGO is allowed.
  • Sub-contracting or outsourcing is not permitted.

  • Late submissions will not be accepted.
