Objective
The primary objective of this skill RFP is to provide industry-relevant, online skill upgradation training in 40 skill courses to eligible beneficiaries, enabling them to secure better employment opportunities or become entrepreneurs. The program focuses on leveraging digital education to overcome geographical and resource barriers, especially for rural and remote learners.

Scope of Work
The selected Training Provider will:

- Establish a dedicated call center for trainee mobilization, registration, and support

Eligibility of Training Partners
- Must have a registered office or project site in Tamil Nadu as of 31-01-2026
- Registered with TNSDC, NSDC, or TAC
- Minimum 3 years of experience in skill training delivery
- Average annual turnover of ₹20+ crores in last 3 FYs
- Positive net worth as of 31-03-2025
- At least 50 permanent online content developers on payroll
- Not blacklisted by any government/PSU
- Consortium bids not allowed; only individual bidders or PSUs (no subcontracting)
Selection Criteria
Selection will follow the Quality and Cost-Based System (QCBS) with 80% weightage for technical score and 20% for financial score.
Technical Evaluation Parameters:
- Annual turnover (20 marks)
- Previous skill training experience (25 marks)
- Experience in BOCW/construction worker training (15 marks)
- Empanelment with NSDC/TNSDC/Skill India/TAC (10 marks)
- Technical presentation & live demo (30 marks)
Financial Score Calculation:
Lowest quoted financial proposal receives 100 marks; others calculated proportionately.
Empanelment Procedure
Training Providers must be empaneled with NSDC, TNSDC, Skill India, or TAC. Proof of empanelment (MOU/Empanelment ID) must be submitted.
Eligible Beneficiaries
Only children of construction workers registered with TNCWWB, pursuing higher education (10th, 12th, ITI, Diploma, Degree), are eligible.
Total Target to be Trained
50,000 students across Tamil Nadu.

Duration

Funding and Payment Conditions
Payment will be released in three tranches for every 5,000 students:
- 1st Tranche (30%): On MoU signing and training commencement
- 2nd Tranche (50%): After 50% course completion (90 days)
- 3rd Tranche (20%): After 100% completion, assessment, certification, and workshop
