Objective

The primary objective of this skill RFP is to engage competent Private Training Partners to deliver quality skill training to the youth of Uttar Pradesh. The mission seeks to enhance employability, facilitate gainful employment, and address the skill gaps in emerging sectors. Training will be conducted under various government-sponsored schemes, aligning with state and national skill development directives.

Key Dates

  • RFE Issuance Date: 26 December 2025
  • Proposal Submission Window: From issuance date to the next 20 working days.
  • Last Date for Consideration (2025/26 Empanelment): 20 January 2026
  • Evaluation Period: Within one month from proposal submission.
  • Agreement Signing: Post State Executive Committee (SEC) approval.
  • Work Commencement: Within 30 days of agreement signing and work order issuance.

Tender Fees and EMD Details

  • RFE Document Fee: ₹10,000 (Non-refundable). Must be paid online to UPSDM’s account. UTR/receipt must accompany the proposal.
  • Earnest Money Deposit (EMD): ₹1,00,000 via Demand Draft/Banker’s Cheque/RTGS/NEFT in favour of “Uttar Pradesh Skill Development Society”, payable at Lucknow. EMD is valid for 3 months and must be extended if the process exceeds this period.
  • Performance Guarantee (PG): ₹2,00,000 per allotted district, submitted as a Bank Guarantee after Letter of Invitation (LoI).

Scope of Work

Empanelled PTPs will be responsible for end-to-end implementation, including:

  1. Mobilization & Counseling: Awareness campaigns, candidate registration, and career guidance.
  2. Training Delivery: As per NCVET/SSC/UPSDM-approved curriculum in equipped centers (with biometric attendance, CCTV, labs, etc.).
  3. Placement: Ensure placement within 3 months of training completion in the same sector, meeting state minimum wage norms.
  4. Post-Placement Tracking: Monitor placed candidates for at least 9 months.
  5. Compliance: Adhere to UPSDM guidelines, scheme-specific norms, and reporting via MIS.

Eligibility Criteria for Training Partners

Interested Private Training Providers must meet the following criteria:

  • Legal Status: Registered entity (company/partnership/society/trust/proprietorship) for over 1 year.
  • Financial Capability: Average annual turnover of ₹1.00 Crore from training programs in the last financial year; positive net worth.
  • Technical Capability: Trained at least 500 candidates in New Age/Digital/Green/Future Skills sectors in the last year.
  • Placement Capability: Placed at least 50% of trained candidates in relevant sectors.
  • Operational Presence: Operated in at least 1 state with minimum 2 centers.
  • Documentation: Submit audited financials, self-certificates, trainee/placement data (in CD), and relevant proofs.

Selection Criteria

Proposals will be evaluated based on:

  • Compliance with eligibility requirements.
  • Financial and technical capability proofs.
  • Placement track record.
  • Operational experience and infrastructure.
  • Final approval by the State Executive Committee (SEC).

Empanelment Procedure

  1. Submission: Proposals submitted physically/ by post to the Mission Director, UPSDM, Lucknow.
  2. Evaluation: UPSDM evaluates proposals; eligible ones are presented to SEC.
  3. Approval & LoI: SEC-approved PTPs receive Letter of Invitation.
  4. Agreement Signing: Selected PTPs submit Performance Guarantee and sign agreement within 7 working days.
  5. Commencement: Begin work within 30 days of agreement.

  • Students from various educational streams.
  • Any interested individuals seeking skill training in New Age Technologies, Digital, Green, and Future Skills.

Total Target to Be Trained

  • Targets are subject to allocation by UPSDM based on state requirements and will be communicated via official work orders post-empanelment.

Job Roles / Focus Areas

Training will focus on New Age Technologies, Digital, Green, and Future Skills Sectors. Key sectors include:

  • IT-ITeS, Aerospace, Automotive, Electronics, Healthcare, Telecom, Agriculture, Green Energy, and more (see Annexure A for full list of 192 courses across 19 sectors).

Training Duration

  • Short-term training programs, with duration as per NCVET/SSC norms. Includes possible upskilling and Recognition of Prior Learning (RPL) components.

Funding and Payment Conditions

  • Funding Sources: State Skill Development Fund (SSDF), Project PRAVEEN, UPNEDA, and other government schemes.
  • Payment Terms: Disbursed in installments linked to training, assessment, and placement milestones. Payments within 30 days of error-free invoice submission.
  • Cost Norms: Per-hour training cost as per GoUP Common Cost Norms.

  • Physical Submission: Original + 3 copies + soft copy (CD) in sealed envelope.

Other Key Terms and Conditions

  • Validity: Proposal valid for 180 days; empanelment initially for 2 financial years (excluding signing year).
  • Non-Subcontracting: Subcontracting or franchising is strictly prohibited.
  • Performance Review: Annual evaluation; poor performance (score ≤40) leads to de-empanelment.
  • Blacklisting: Non-compliance, fraud, or unethical practices may result in blacklisting.
  • Governing Law: Indian law; jurisdiction in Lucknow courts.
  • Modification: UPSDM reserves the right to amend terms or cancel the RFE at any time.
