
1. Introduction
The District Mineral Foundation Trust (DMFT), Bokaro, Jharkhand, has issued a Request for Proposal (RFP) for the selection of an agency to implement a Job-Oriented Skill Development Project in the Handloom Sector. The project targets unemployed women from disadvantaged communities (SC/ST/OBC/EWS) in mining-affected areas of Bokaro district. The initiative aims to empower women through skill training, certification, and the establishment of a production center to foster self-employment and local brand development.
2. Key Dates
- Last Date of submission Proposal: 03-04-2025 till 1.00 PM
- Date of Technical Presentation: To be announced (shortlisted bidders will present).
- Date of Financial Proposal Opening: To be announced.
- Proposal Validity: 180 days from RFP issuance.
- Project Duration: 1 year from the work order date.
3. Financial Requirements
- Bid Processing Fee (Non-refundable): INR 5,000 (Demand Draft in favor of ZTIA A. KHANIT T.COIN DOTTO N.T.RVSTOO M, payable at Bokaro).
- Earnest Money Deposit (EMD): INR 5,00,000 (Demand Draft in favor of ZTIA KHANIT T.COIN DOTTO N.T.RVSTOO, payable at Bokaro).
- Security Deposit: 3% of the work order value (Bank Guarantee valid for 18 months).
4. Objectives
- Provide employment/self-employment to 400 women from SHGs (SC/ST/OBC/EWS).
- Improve socio-economic conditions through financial empowerment.
- Develop a local brand for Bokaro to showcase heritage at state/national/global levels.
5. Scope of Work
The selected agency must:
- Adhere to NSQF Standards: Align training with NSQF-approved frameworks.
- Mobilize & Train: Establish block-level centers, train 400 women (4 hours/day, 200 days).
- Certification: Issue certificates and artisan cards.
- Production Center: Set up a facility with amenities (e.g., workspace, toilets, storage).
- Market Linkage: Secure Rs. 50 Lakh work order for the Cluster Level Federation (CLF).
- Co-Branding: Promote DMFT in all project publicity.
6. Eligibility Criteria for Training Partners
- Registration: Under Trust/Companies/Cooperative/Society Act with valid GST/PAN.
- Turnover: Minimum INR 1 Crore average annual turnover (last 3 financial years).
- Experience:
- 3+ years in skill development projects (Handloom/Textile/Apparel sector).
- 3 projects worth >INR 50 Lakh each (last 5 years).
- Accreditation: Partner with a Skill Council (e.g., Apparel Made-Ups Home Furnishing Sector Skill Council).
- No Blacklisting: Self-declaration on Rs. 100 stamp paper.
7. Selection Criteria (QCBS Method)
- Technical Proposal (70% weightage):
- Experience (20 marks): 4+ projects = 20 marks.
- Project Volume (20 marks): >INR 50 Lakh/work order.
- Beneficiary Coverage (20 marks): 300+ women trained = 20 marks.
- Presentation (40 marks): Approach, methodology, work plan.
- Financial Proposal (30% weightage): Lowest bidder gets maximum score.
8. Eligible Beneficiaries
- Target Group: 400 women (SC/ST/OBC/EWS) from SHGs in Bokaro.
- Age: 18–45 years.
- Region: Mining-affected areas of Bokaro district.
9. Job Role/Course Details
- Course: Fashion Designer (AMH/Q1201).
- Sector: Apparel Made-Ups & Home Furnishing.
- Duration: 760 hours (720 technical + 40 soft skills/entrepreneurship).
- Daily Training: 4 hours/day (total 200 days).
10. Payment Conditions
- Tranche 1 (30%): Work order issuance (0–7 days).
- Tranche 2 (20%): Mobilization & center setup (0–1 month).
- Tranche 3 (30%): Training completion (6–9 months).
- Tranche 4 (15%): Production center handover + Rs. 50 Lakh work order (9–12 months).
- Tranche 5 (5%): Proof of work order completion (12–32 months).
11. Mode of Submission

12. Other Key Terms & Conditions
- Penalty: INR 20,000/month for project delays.
- Force Majeure: Notified delays exempt penalties.
- Dispute Resolution: Jurisdiction of Bokaro district court.
- Confidentiality: Bidders must not disclose evaluation details.
- No Consortium/Joint Bidding: Prohibited.
