Introduction

The Bihar Skill Development Mission (BSDM), under the Department of Labour Resources, Government of Bihar, has issued a Request for Proposal (RFP No. BSDM/SDM-59/2020 Part-1) for the empanelment of reputed Training Partners (TPs). The objective is to implement employment-linked Domain Skill Development Programs specifically for the Schedule Caste and Schedule Tribe Welfare Department. This initiative aims to skill and place the youth of Bihar, leveraging the overarching framework and digital infrastructure of BSDM. Only organizations with verifiable placement tie-ups are eligible to apply.

Key Objectives

The primary objectives of this RFP are:

  • To create a panel of proficient Skill Development Training Partners with a proven track record.
  • To deliver high-quality, industry-relevant skill training aligned with National Occupational Standards (NOS) and Qualification Packs (QP).
  • To ensure sustainable wage or self-employment for a minimum of 50% of certified candidates.
  • To strengthen the skill ecosystem in Bihar through a standardized, technology-driven process managed via the BSDM portal.

Key Dates & Timeline

  • RFP Release & Download Date: 22nd August 2025
  • Proposal Submission Deadline: 14th September 2025, up to 3:00 PM
  • Technical Bid Opening Date: 15th September 2025, after 4:00 PM
  • Proposal Validity: 180 days from the last date of submission
  • Empanelment Period: One year from the contract signing date, extendable for another year based on performance.

Earnest Money Deposit (EMD) & Tender Fees

  • Document Fee: ₹5,000 (Non-refundable)
  • Tender Processing Fee: ₹590
  • EMD Amount: ₹50,000
  • Payment Mode: All fees and EMD must be paid online via NEFT/RTGS/Credit/Debit Card on the Bihar e-Procurement Portal.
  • The EMD is refundable for unsuccessful bidders. It will be forfeited if a selected partner fails to submit the performance guarantee or sign the agreement.

Scope of Work

The empaneled Training Partners will be responsible for the end-to-end execution of the skill development value chain:

  1. Mobilization & Counseling: Awareness creation, candidate registration, and pre-counseling using psychometric tests.
  2. Training Delivery: Conducting training as per SSC/NCVET approved curricula in allocated districts.
  3. Infrastructure: Setting up training centers with mandatory facilities like biometric attendance, CCTV, separate washrooms, internet, and domain-specific labs.
  4. Placement: Securing employment for candidates with a gross remuneration not less than the state’s minimum wages. Placement must occur within 3 months of certification.
  5. Post-Placement Tracking: Tracking employed candidates for 12 months and uploading proof like pay slips or bank statements on the BSDM portal.

Eligibility Criteria for Training Partners

The applicant organization must meet the following mandatory criteria:

  • Registration: Must be registered on or before 31st March 2021 (Proprietorship, Partnership, Trust, Society, Pvt./Public Ltd., or Educational Institution).
  • Financial Turnover: Minimum average annual turnover of ₹1 Crore in FY 2021-22, 2022-23, and 2023-24.
  • Net Worth: Positive net worth as of 31st March 2024.
  • Placement Record: Must have placed at least 500 candidates on a consolidated basis in the last three financial years (FY 22-23, 23-24, 24-25).
  • Prior Experience: Must have successfully completed at least one government skill training project with a minimum target of 300 candidates, awarded on or after 1st April 2021.
  • Placement Tie-ups: Must submit verifiable Letters of Intent (LoI) from employers/HR agencies for at least 300 candidates in the applied sectors.
  • Blacklisting: Must submit a notarized affidavit confirming they are not blacklisted by any government agency.

Selection & Evaluation Criteria

The selection is a Single Bid System (no financial bid). Evaluation is a two-step process:

  1. Eligibility Check: Based on the submitted documents.
  2. Technical Evaluation (100 Marks): Shortlisted applicants will be called for a technical presentation.
    • Organizational Credentials (50 Marks): Based on years of operation, turnover, net worth, past placement numbers, and number of government work orders.
    • Trainer Competence (10 Marks): Availability of TOT-certified trainers for each applied job role.
    • Technical Presentation (35 Marks): Covering organizational profile, understanding of Bihar’s context, mobilization plan, past experience, and strength of placement tie-ups.
  • A minimum score of 60 marks is required to qualify, but empanelment is not guaranteed.

Empanelment Procedure

  1. Eligible TPs submit proposals online via the Bihar e-Procurement Portal.
  2. Technically qualified TPs are empaneled based on their scores.
  3. The list of empaneled TPs is shared with the SC/ST Welfare Department.
  4. The Department allocates targets, districts, and a number of centers (max 2 per district per TP) based on the TP’s preference, placement LoIs, and technical score.
  5. The selected TP must submit a Performance Guarantee of ₹50,000 per training center and sign an MoU with the department within 30 days of allocation.

Eligible Beneficiaries

  • Target Group: Youth from the Scheduled Caste and Scheduled Tribe communities.
  • Age Group: 15 – 59 years (working-age population).
  • Social Inclusion Focus: Mandatory focus on training women, Persons with Disabilities (PwD), and minorities as per department mandates.

Total Target and Job Roles

  • Indicative Total Target: 2200 candidates (subject to revision by the department).
  • Key Sectors & Job Roles: The training will focus on sectors including Electronics, Construction, Beauty & Wellness, Agriculture, IT/ITeS, Retail, Apparel, and Handicrafts. Specific job roles include:
    • Field Technician Computing & Peripherals
    • Beauty Therapist
    • Retail Sales Associate
    • Plumber (General)
    • Sewing Machine Operator
    • Traditional Hand Embroidery

Training Duration & Funding

  • Duration: Minimum of 200 hours for fresh skilling, as per course QP requirements.
  • Funding & Payment Milestones:
    • Training Cost: Ranges from ₹34.6 to ₹48.5 per candidate per hour (after deducting portal fees), categorized based on course type.
    • Payment Release:
      • 30% on completion of 1/3rd course duration with 80% attendance.
      • 30% upon successful assessment and certification.
      • 20% after placing 50% of certified candidates.
      • 20% after successful 12-month post-placement tracking.
  • Additional Incentives: Provisions for placement incentives, career progression payouts, and post-placement support for special groups and areas.

Other Important Terms & Conditions

  • Non-Franchisee Model: Subcontracting or franchising any part of the training is strictly prohibited.
  • Governing Law: The agreement shall be governed by the laws of India, under the jurisdiction of courts in Patna.
