Summary of NSTFDC EOI/RFP for Hiring Implementation Agency for CSR Projects

1. Introduction

National Scheduled Tribes Finance and Development Corporation (NSTFDC), under the Ministry of Tribal Affairs, has invited proposals from eligible agencies for Hiring an Implementation Agency for Execution of CSR Projects across India.
The CSR projects aim to enhance education, digital access, infrastructure, and capacity-building across Eklavya Model Residential Schools (EMRS) located in 26 States/UTs.

NSTFDC manages CSR funds from donor organizations and seeks a capable agency to implement large-scale education enhancement and social development interventions through structured delivery, monitoring, and compliance.

2. Objectives of the EOI/RFP

The primary objectives include:

  • Implement CSR-funded interventions across 497 functional EMRS institutions.
  • Improve learning outcomes, classroom infrastructure, digital accessibility, and student wellbeing.
  • Deliver goods, IT equipment, tablets, sanitary infrastructure, and support services as per specifications.
  • Conduct professional mentorship, teacher capacity building, and residential boot camps.
  • Ensure documentation, reporting, branding, and statutory compliance as per Companies Act CSR rules.
  • Assist NSTFDC in mobilizing more CSR donor organizations.

4. EMD & Tender Fees

Earnest Money Deposit (EMD)

  • 1,80,00,000/- (One Crore Eighty Lakhs Only)
  • Via Demand Draft / Bank Guarantee (3 months validity)
  • Exemption available for valid MSE registered agencies

Bid Processing Fee

  • 2,360/- (₹2,000 + 18% GST)
  • Non-refundable
  • Exempted for MSE agencies
  • Payable in favour of NSTFDC, New Delhi

5. Scope of Work

The Implementation Agency must execute CSR-funded projects covering educational, health, digital access, and capacity-building interventions at 497 EMRS schools.

Key Responsibilities

  1. Prepare DPRs for submission to CSR donors.
  2. Ensure end-to-end project delivery, including procurement, installation, training, and documentation.
  3. Provide goods & services including desktops, UPS, tablets with coaching content, sanitary pad machines, charging carts, etc.
  4. Conduct mentorship programs, teacher training, and residential boot camps in IITs/IIMs/NITs.
  5. Submit utilization certificates, reports, videos, and photos.
  6. Provide publicity/branding materials as per CSR norms.
  7. Maintain quality, sustainability, and 2-year AMC for equipment.
  8. Ensure compliance with Companies Act CSR rules.
  9. Support NSTFDC in increasing CSR partnerships.

6. Eligible Training Partners (Eligibility Criteria)

Pre-Qualification Criteria

  1. Minimum 5 years legal existence.
  2. Experience of minimum 3 projects with Government/PSUs/Autonomous Bodies/Institutions of national importance.
  3. Minimum one CSR or development sector project executed in multiple states.
  4. Not blacklisted in the last 3 years.
  5. GST registration, PAN, EPF/ESI where applicable.
  6. Average turnover > ₹10 Crores in last 3 financial years.
  7. Submission of audited financial statements (2022–23, 2023–24, 2024–25).
  8. Submission of EMD & processing fees (unless exempted).
  9. Submission of self-attested documents and authenticity affidavit.

7. Selection Criteria

Selection will be based on the Two-Stage Quality and Cost Based Selection (QCBS) Model:

Stage 1: Technical Evaluation (70% weightage)

Parameters include:

  • Turnover
  • Manpower strength
  • CSR/government project experience
  • Value of past projects
  • Presentation on implementation strategy

Stage 2: Financial Evaluation (30% weightage)

  • Based on lowest cost (L1) and comparative scoring.

Bidder with the highest composite QCBS score wins.


8. Empanelment/Selection Procedure

  1. Submission of three sealed envelopes:
    • Pre-Qualification Bid
    • Technical Bid
    • Financial Bid
  2. Scrutiny of Pre-Qualification
  3. Technical evaluation & scoring
  4. Financial bid opening of qualified bidders
  5. QCBS scoring & award of contract
  6. Signing of contract & submission of Performance Security (5% of project value)

9. Eligible Beneficiaries

  • Students of Eklavya Model Residential Schools (EMRS) across 26 states/UTs.
  • Teachers of EMRS institutions.
  • High school students for entrepreneurship boot camps.
  • Tribal youth benefiting from education, digital access, and capacity building.

10. Total Target to be Covered

CSR interventions will cover 497 EMRS schools, including:

  • 4,000 Desktop Computers
  • 4,000 UPS
  • 1,500 Sanitary Napkin Vending Machines
  • 1,500 Sanitary Napkin Incinerators
  • 4,000 Tablets with coaching content
  • 50 Charging Carts
  • Mentorship for 15,000 students
  • Training of 500 teachers
  • 2,000 students for entrepreneurial boot camps

12. Duration

  • Mentorship program: 5 months
  • Teacher Training: 5 days residential
  • Boot Camps: 1-week residential
  • Equipment AMC: 2 years

CSR projects will have timelines decided per approved DPR/project.


13. Funding & Payment Conditions

  • Payments depend on milestones, physical progress, and CSR donor release.
  • Release of funds only after submission of:
    • Photographs
    • Videos
    • UC & financial documents
    • Progress reports
    • Branding evidence
  • 5% Performance Security required per project.
  • Non-performance leads to:
    • Blacklisting
    • Recovery of advance with 9% interest
    • Termination of project

14. Mode of Submission

Submit three separate sealed envelopes:

  1. Pre-Qualification Bid
  2. Technical Bid
  3. Financial Bid

All sealed inside one main envelope clearly superscribed:

  • Delhi Courts shall have jurisdiction.
  • Fraudulent submissions will result in penalties and blacklisting.
