4. Tender Fee and EMD (Bid Security)

  • Performance Linkage: 100% payment is released only upon achieving 100% of quarterly deliverables. If 70% of deliverables are met, payment is made on a pro-rata basis.
  • Performance Bank Guarantee (PBG): The selected agency must submit a PBG equivalent to 5% of the quoted amount before signing the contract.
