Introduction
The Jharkhand Biodiversity Board (JBB) invites Expression of Interest (EOI) from reputed agencies for the empanelment to conduct training and capacity-building programs for 100 selected Gram Panchayat-Level Biodiversity Management Committees (BMCs) across Ranchi, Simdega, Dumka, and West Singhbhum districts in Jharkhand. The initiative aims to strengthen BMCs’ understanding of biodiversity conservation, sustainable resource management, and livelihood enhancement under the Biological Diversity Act, 2002 (Amendment Act, 2023).

This EOI seeks experienced organizations to deliver structured training programs covering legal frameworks, biodiversity documentation, conservation planning, and sustainable livelihood development.
Objective
Overall Objective:
Enhance the capacity of BMCs to effectively conserve biodiversity, implement the Biological Diversity Act, and promote sustainable livelihoods.
Specific Objectives:
- Improve knowledge of biodiversity laws, policies, and conservation practices.
- Enhance skills in identifying, documenting, and managing local biodiversity.
- Develop effective conservation planning and management strategies.
- Promote community engagement and sustainable livelihood opportunities.

EMD (Earnest Money Deposit) & Tender Fees
- EOI Fee: ₹5,000 (Non-refundable)
- EMD: ₹25,000 (Refundable, in the form of a Demand Draft in favor of Member Secretary, Jharkhand Biodiversity Board, payable at Ranchi)
- Security Deposit (SD): ₹50,000 (Bank Guarantee required upon selection)
Scope of Work
The selected agency will:
- Conduct training programs for BMCs on:
- Biological Diversity Act, 2002 & 2023 Amendment
- People’s Biodiversity Register (PBR) documentation & updating
- Medicinal plant cultivation & sustainable harvesting
- Biodiversity Heritage Sites (BHS) & conservation strategies
- Access and Benefit Sharing (ABS) mechanisms
- Eco-tourism & livelihood development
- Field Coordination & Reporting:
- Conduct extensive field visits and submit geo-tagged reports.
- Coordinate with Divisional Forest Officers (DFOs) for training approvals.
- Obtain completion certificates from DFO-cum-Nodal Officers.
- Logistics & Compliance:
- Manage travel, logistics, and training materials (JBB will not cover these costs).
- Submit detailed reports with attendance records, photographs, and training outcomes.
Eligibility of Training Partners
Mandatory Criteria:
- Legal Entity: Registered under:
- Companies Act, 2013 / Partnership Act / Indian Trusts Act / Societies Registration Act, 1860.
- Experience:
- Minimum 10 years of operation.
- Conducted at least 2 similar projects (each worth ₹20+ lakhs) in biodiversity/forestry training.
- Expertise:
- Must have Ph.D. experts in forestry, agriculture, or wildlife sciences.
- Field experience in Jharkhand (Ranchi, Simdega, Dumka, West Singhbhum).
Desirable Criteria:
- Prior work with State/Central Govt. biodiversity projects.
- Experience in rural community mobilization & training.

Empanelment Procedure
- Submission: Agencies submit technical & financial proposals in sealed envelopes.
- Evaluation: JBB’s Procurement Committee evaluates proposals.
- Shortlisting: Only agencies scoring 60%+ proceed to presentations.
- Final Selection: Based on technical merit & presentation.
- Work Order: Selected agencies sign MoU and submit Performance Bank Guarantee (₹50,000).

- 100 Gram Panchayat-Level BMCs (7 members per BMC).
- Districts Covered: Ranchi (10 GPs), Simdega (25 GPs), West Singhbhum (50 GPs), Dumka (15 GPs).

- ₹7,000 per BMC (Gram Panchayat level).
- Payment Release:
- Upon submission of training reports, attendance sheets, geo-tagged photos, and DFO certificates.
- No advance payment will be made.
