1. Key Dates:

  • Date of EOI Invitation: 14th November 2024
  • EOI Submission Deadline: Applications accepted on an ongoing basis, evaluated monthly/quarterly.
  • Evaluation & Shortlisting: Periodic review by DEPwD’s selection committee.

2. Tender Fee & Earnest Money Deposit (EMD):

  • EOI Processing Fee: INR 1,000 (Non-refundable)
  • Payment Method: Demand Draft or Pay Order in favor of “PAO, Ministry of Social Justice and Empowerment,” payable at New Delhi.

3. Introduction:

The Department of Empowerment of Persons with Disabilities (DEPwD), under the Ministry of Social Justice & Empowerment, invites Expressions of Interest (EOI) for the empanelment of organizations/ agencies/NGOs/trusts as Accessibility Auditors for built environments. The empaneled auditors will be responsible for conducting accessibility audits of public infrastructure to ensure compliance with accessibility standards.

4. Objectives:

  • To assess and ensure the accessibility of the built environment for Persons with Disabilities (PwDs).
  • To engage qualified accessibility auditors nationwide for large-scale accessibility assessments.
  • To ensure compliance with Rule 15 of the Right of Persons with Disabilities Rules.
  • To promote inclusive infrastructure and universal design principles.

5. Scope of Work:

  • Conducting accessibility audits for government buildings, public infrastructure, transportation systems, and other built environments.
  • Preparing detailed audit reports highlighting compliance levels, deficiencies, and recommendations.
  • Conducting training sessions and workshops on accessibility for stakeholders.
  • Ensuring compliance with the latest accessibility guidelines and standards.
  • Monitoring implementation of recommended accessibility improvements.

6. Eligibility Criteria for Training Partners:

Minimum Eligibility Criteria:

  • Legal Registration: Must be a registered society, trust, NGO, or company.
  • Experience: At least 10 years in accessibility consulting or similar fields.
  • Financial Stability: Operational for at least two consecutive years with audited financial statements.
  • Government Experience: Prior work experience with Central or State Governments or PSUs.
  • Compliance: Not blacklisted by any government body.
  • Tax Registration: Must have PAN and GST registration.

7. Selection Criteria:

  • Experience with Government Projects: Weightage given to past work with government agencies.
  • Technical Expertise: Educational qualifications and professional training in accessibility standards.
  • Financial Capacity: Annual turnover and financial viability.
  • Industry Recognition: Awards, certifications, or collaborations with disability organizations.
  • Presentation: Shortlisted applicants may be required to present their proposals before a selection committee.

8. Eligible Beneficiaries:

  • Government agencies and institutions responsible for public infrastructure.
  • Organizations involved in building and facility management.
  • Developers and planners aiming to improve accessibility in their projects.

9. Payment Conditions:

  • Payment for audits and consulting services will be determined based on project-specific agreements.
  • Organizations must submit invoices along with completed audit reports for disbursement of funds.
  • Payments will be released in stages, linked to deliverables such as report submission, training completion, or implementation monitoring.

10. Other Terms & Conditions:

  • Empanelment Duration: Up to 5 years from the date of issue.
  • Performance Monitoring: DEPwD may conduct random checks on audit reports.
  • PwD Involvement: Empaneled agencies must include PwDs in audit teams.
  • Legal Compliance: All audits must adhere to the latest accessibility regulations.
  • Confidentiality Clause: Auditors must maintain the confidentiality of reports and findings.
  • Right to Amend: DEPwD reserves the right to amend, cancel, or reissue the EOI without prior notice.
