

Expression of Interest (EOI) Summary for NIELIT Bhubaneswar’s Skill Development Program 2025
Introduction
The National Institute of Electronics and Information Technology (NIELIT), Bhubaneswar, under the Ministry of Electronics & Information Technology (MeitY), Government of India, invites Expression of Interest (EOI) from eligible institutes/organizations to become NSOF Accredited Training Partners. The initiative aims to provide skill development training to unemployed youths in Odisha (Khordha, Ganjam, Nuapada, Jagatsinghpur, and Balasore districts) under the project “Skill Development of Unemployed Youths of Odisha, Jharkhand, West Bengal, and Bihar”.
The program focuses on enhancing employability and entrepreneurship through NSQF-aligned IT and Electronics courses. Interested institutes must submit their applications by 28th June 2025.

Objective
The primary objective is to train 12,510 unemployed youths (70% SC/ST & 30% GEN-EWS) over 3 years in Odisha, enhancing their skills in IT and Electronics sectors for better job opportunities and entrepreneurship.

Scope of Work
Selected Training Partners (TPs) will:
- Conduct NSQF-aligned courses in the specified districts.
- Mobilize and register eligible candidates.
- Provide necessary infrastructure, faculty, and study materials.
- Ensure 70% attendance for assessments.
- Maintain biometric attendance and submit training reports.
- Assist in NSQF certification exams.
Eligibility of Training Partners
- Institutes must be operational for at least 1 year in Khordha, Ganjam, Nuapada, Jagatsinghpur, or Balasore.
- Must have adequate infrastructure, faculty, and industry tie-ups.
- Non-accredited institutes can apply but must obtain NIELIT accreditation before course commencement.
- Preference given to institutes with:
- Government training experience.
- Good transport connectivity.
- Flexible working hours.
Selection Criteria
- Evaluation by NIELIT committee based on:
- Infrastructure availability.
- Past training experience.
- Faculty qualifications.
- Industry collaborations.
- Shortlisted institutes will sign an MoU with NIELIT.
Empanelment Procedure
- Submit EOI in prescribed format (Annexure IV & V).
- Document verification (legal entity, infrastructure, faculty details).
- Committee evaluation & shortlisting.
- MoU signing & work order issuance.
Eligible Beneficiaries
- Unemployed youths from SC, ST, and GEN-EWS categories.
- Minimum 30% women participation encouraged.
- Candidates must provide valid caste/EWS certificates.

Duration

- 30% after certification.
- NSQF exam fee reimbursed once per candidate.
