Objective
The primary objectives of this empanelment are:
- To engage reputed NGOs with experience in livelihood creation, employment linkages, skill training, education, and health for tribal communities.
- To ensure geographical coverage across all tribal-concentrated districts in Tamil Nadu.
- To facilitate timely implementation of government schemes through collaborative partnerships.

Scope of Work
Empaneled NGOs will be responsible for:
- Livelihood & Employment – Skill training, vocational programs, and entrepreneurship development.
- Education & Health – Awareness campaigns, school enrollment drives, and healthcare initiatives.
- Community Mobilization – Formation of Self-Help Groups (SHGs), capacity building, and participatory planning.
- Monitoring & Reporting – Data collection, progress tracking, and submission of reports to the Directorate.
Eligibility Criteria for NGOs/Training Partners
A. Registered NGOs
- Registration: Must be registered as an NGO, Society, Trust, or Section 8 Company.
- Experience: Minimum 3 years in rural/tribal livelihood, education, or health projects.
- Operational Presence: Must have worked in at least 2 districts of Tamil Nadu.
- Office in TN: Should have a functional office in Tamil Nadu for at least 2 years.
- Financial Records: Audited balance sheets for the last 3 financial years (2022-23 to 2024-25).
B. Tribal Societies (ST-Owned NGOs)
- Registration: Same as above.
- ST Representation: 75% or more office bearers must belong to Scheduled Tribes.
- Experience: Minimum 1 year in relevant fields.
- Operational Presence: Worked in at least 1 district of Tamil Nadu.
- Office in TN: Functional office for at least 1 year.
Selection Criteria
- Technical Evaluation (100 Marks) based on:
- Annual turnover (20 marks)
- Infrastructure (10 marks)
- Staff qualifications (10 marks)
- Experience in tribal projects (30 marks)
- Government/CSR funding experience (20 marks)
- Awards/recognitions (10 marks)
- Presentation Round (if required by the Directorate).
Empanelment Procedure
- Download EOI: Available at TN Tribal Welfare Website.
- Submit Application:
- Physical Copy: Directorate of Tribal Welfare, Ezhilagam Annex, Chennai-5.
- Soft Copy: Email to [email protected].
- Evaluation: Only eligible NGOs will be shortlisted.
- Empanelment: Valid for 1 year, extendable based on performance.
Eligible Beneficiaries
- Tribal communities across 22 districts of Tamil Nadu, including Salem, Nilgiris, Tiruvannamalai, and Dharmapuri.
Total Target to be Trained
- The exact number will be determined based on project requirements.
