1. Introduction
BSNL, a Government of India enterprise and a premier telecom service provider, seeks to empanel Skill Solution Partners (SSPs) and Skill Development Partners (SDPs) on a non-exclusive, revenue-sharing basis under its “Kaushalam” policy. The initiative targets Skill Development & Empowerment Training for central/state entities, corporates, and PSUs across India, leveraging BSNL’s established training infrastructure.

2. Objective
To promote skill development in high-demand areas by partnering with eligible training providers, facilitating mobilization, training, and placement assistance. This initiative will cater to national and zonal levels, thereby enhancing employment and capacity building in ICT and allied domains.
3. Key Dates
- EOI Issue Date: 11.04.2025
- Form Availability: From 11.04.2025
- Submission Mode: Ongoing empanelment (non-exclusive basis)
4. EMD & Tender Fees
- Tender Fee: ₹2100 + 18% GST = ₹2478
(Waived for MSEs/Startups upon submission of proof) - Performance Bank Guarantee (PBG):

5. Scope of Work
The partners will assist BSNL in:
- Mobilizing trainees
- Delivering domain-specific skill training
- Providing placement assistance
- Maintaining training records
- Conducting evaluations
- Organizing awareness events
Domains include:
- Telecom, IT, Cybersecurity, IoT, AI/ML
- Marketing, Life Skills, Entrepreneurship
- In-service training for govt/private entities
- Project guidance, 5G, cloud computing, etc.
6. Eligibility of Training Partners
Turnover Requirements:

Other Criteria:
- Registered legal entity with valid PAN/GST
- Demonstrated experience in skill/training sectors

7. Selection Criteria
Empanelment is based on:
- Fulfilling eligibility and documentation
- Experience in mobilization, training, placement
- Financial strength (as per audited turnover)
- No exclusivity – multiple empaneled partners permitted
8. Eligible Beneficiaries
- Youth and unemployed individuals
- Employees of govt/private organizations
- Candidates targeted by central/state schemes
- Corporate workforce needing upskilling
9. Job Roles / Course Focus Areas
Training is offered in areas including:
- IT & Networking (Cybersecurity, Cloud, DevOps)
- Telecom Infra & Maintenance (BTS, OFC)
- AI, IoT, Machine Learning
- Sales, Marketing, HR, Management
- Mobile/Computer repair and servicing
- Customized courses as per customer needs
10. Duration
- Initial Empanelment: 2 years
- Extension: Up to 2 additional years based on performance
11. Payment Conditions
- Payment on back-to-back basis
- Revenue share only after receipt from customer
- Penalties for delays or non-performance applicable
- SSP/SDP cannot collect payments directly from clients

13. Other Terms and Conditions
- Empanelment is non-exclusive
- Projects awarded based on internal bidding or nomination
- Penalty provisions in case of service delays or project failure
- Compliance with laws including employment, data privacy
- No sharing of trainee data with third parties
- Mandatory quarterly reviews, helpdesk, and progress reporting
- BSNL holds the right to cancel empanelment for inactivity
