Introduction
HLL Infra Tech Services Limited (HITES), a Government of India Enterprise under the Ministry of Health and Family Welfare (MoHFW), invites Expression of Interest (EOI) from eligible System Integrators (SIs) for empanelment to execute Skill Development Training and Assessment Projects on a PAN India basis. The objective is to onboard proficient agencies capable of delivering end-to-end solutions in vocational training, assessments, and placement-linked programs in collaboration with NCVET, NSDC, PSUs, and other government bodies.

Objective
The primary objective of this EOI is to:
- Empanel qualified System Integrators (SIs) for executing skill development projects.
- Facilitate training, assessments, and placement through a technology-driven platform.
- Ensure compliance with NCVET, NSDC, and other funding agency guidelines.
- Strengthen healthcare and vocational skill development initiatives across India.

Scope of Work
The selected System Integrator (SI) must comply with at least 75% of the following scope:
A. Training Partner (TP) & Training Centre (TC) Empanelment
- Online empanelment requests for TPs/TCs.
- Geo-tagged audit applications for infrastructure verification.
- Job role-wise equipment listing and compliance tracking.
B. Blended Learning Management
- Candidate onboarding, batch creation, and attendance tracking.
- Online learning modules, mock tests, and certification.
- Live classes, webinars, and assignment management.
C. Assessment Management
- AI-enabled remote proctored assessments.
- Multi-language question banks and analytics reports.
D. Placement & Corporate Capacity Building
- Job matching, interview scheduling, and online job melas.
- CSR dashboard for corporate training tracking.
Mandatory Certifications:
- ISO 9001 (Quality Management)
- ISO 27001 (Information Security)
Eligibility Criteria for Training Partners
The System Integrator (SI) must meet the following pre-qualification criteria:
- Experience:
- Minimum 5 years in system integration.
- Trained/assessed 1.5 lakh candidates (avg.) in the last 3 years (as per Corrigendum 01).
- NCVET Compliance:
- Worked with 10+ NCVET-recognized entities in the previous financial year.
- Approved by NCVET for Healthcare segment.
- Financial Stability:
- Minimum ₹10 crore turnover in the last financial year.
- Positive net worth as of 31st March 2024.
- Profit Before Tax (PBT) in 2 out of the last 3 years.
- Legal & Statutory Compliance:
- Registered under Companies Act 1956/2013 (or Proprietorship/Partnership).
- Valid PAN, GST, and PF registration.
- Not blacklisted by any Govt./PSU.
Selection Criteria
- Technical Evaluation (Mandatory Compliance):
- Submission of audited financials, work orders, and ISO certifications.
- Proof of past projects in skill development.
- Financial Bid Evaluation:
- Bidders must quote a 1% fee sharing with HITES (excluding GST).
Empanelment Procedure
- Submission: Online via https://etenders.gov.in/eprocure/app.
- Evaluation: Based on eligibility, technical compliance, and financial bid.
- Empanelment Validity:
- 2 years (extendable to 3 years based on performance).

- Training Partners (TPs): NCVET/NSDC-approved institutions.
