Introduction
The Office of the Assistant Conservator of Forest, Forest Sub Division Bharuch, invites Expressions of Interest (EOI) from eligible and experienced training agencies for empanelment as “Training Partners” for the Pradhan Mantri Van Dhan Vikas Karyakram (PMVDVKY) for the Financial Year 2025-26. The objective is to enhance the livelihoods of tribal communities through skill development, capacity building, and market linkage for Minor Forest Produce (MFP).

Key Objectives
The primary objectives of this empanelment are:
- To provide comprehensive training to tribal MFP gatherers in Bharuch district.
- To organize tribal gatherers into clusters for competitive and sustainable enterprises.
- To enhance the marketability of MFP products through value addition, branding, and e-commerce.
- To equip beneficiaries with improved skills in sustainable harvesting, processing, packaging, and marketing.
- To facilitate long-term sustainability and income enhancement for tribal communities.

Tender Fees & EMD Details
- EOI Processing Fee: ₹5,000/- (Non-Refundable)
- Mode of Payment: Demand Draft (DD)
- DD Payable to: “Assistant Conservator Of Forest Sub Division Bharuch”
- Performance Security: 5% of the contract value to be submitted as a security deposit upon signing the agreement. This is refundable after successful project closure.
Scope of Work for Training Partners
The selected agencies will be responsible for:
- Curriculum Development: Creating training modules in Gujarati covering entrepreneurship, marketing, packaging, financial literacy, and domain skills.
- Mobilization: Mobilizing tribal beneficiaries/gatherers at the cluster level at their own cost.
- Training Delivery: Conducting 4-day training batches for 20 trainees on sustainable MFP harvesting, value addition, and market linkages.
- DPR & Reporting: Preparing Detailed Project Reports (DPRs), maintaining trainee data, and submitting weekly/monthly progress reports.
- Toolkit & Raw Material: Sourcing and providing quality raw materials and toolkits for training, in coordination with forest officials.
- Post-Training Support: Providing 3 months of hand-holding, ensuring market linkages, and submitting a post-training performance report.
- Compliance: Assisting with certifications like FSSAI and facilitating credit linkages for trainees.
Eligibility Criteria for Training Partners
Agencies must meet the following criteria:
- Registration: Must be a legal entity (Society, Trust, Academic Institution, NGO) registered for over 5 years under relevant Acts (e.g., Societies Registration Act 1860).
- Documents: Must possess a valid PAN, GST number, and Udyam Aadhaar Certificate.
- Financial Turnover: Minimum average annual turnover/utilization of ₹50 Lakhs in the last three financial years (2022-23, 2023-24, 2024-25).
- Experience: Must have overall experience in training activities and specific experience in conducting skill training/capacity building for at least 1500 tribal beneficiaries over 5 days in the last three years.
- Expertise: Must have in-house subject experts and proven expertise in DPR preparation, capacity building, harvest training, and market linkage.
- Blacklisting: The agency or its promoters must not be blacklisted by any Central/State government department.
Selection & Empanelment Procedure
- Two-Stage Process: Initial shortlisting based on eligibility documents, followed by a presentation before a committee.
- Scoring System: Shortlisting is based on a 100-mark criteria (Format-1 in EOI). Agencies must score a minimum of 75 marks to qualify.

- Batch Size: 20 trainees per batch

Funding & Payment Terms
- Total Estimated Budget: ₹15,00,000/- per cluster.
- Payment will be released in four installments of 25% each:
- Upon completion of mobilization and batch formation.
- Upon satisfactory completion of training.
- After satisfactory hand-holding for 3 months.
- After successful completion and submission of all records.
Mode of Submission
- Online: Proposals must be submitted through the e-procurement portal www.nprocure.com using a valid Digital Signature Certificate (DSC).
- Physical: A sealed hard copy of the EOI document, super-scribed with “Application for Empanelment as Training Partner,” along with the original Demand Draft, must be submitted via Registered/Speed Post to the address below.

Other Important Terms & Conditions
- Consortium Bids: Not allowed.
- Jurisdiction: Any disputes will be subject to the jurisdiction of courts in Bharuch, Gujarat.
- Cost Borne by Bidder: The Forest Department will not reimburse any costs incurred in the preparation or submission of the EOI.
- Right to Cancel: FD reserves the right to cancel, modify, or change the EOI process without assigning any reason.
- Documentation: All submitted documents must be serially numbered, indexed, and signed/stamped on every page by an authorized representative.
