Introduction

Himachal Pradesh Kaushal Vikas Nigam (HPKVN) has issued an Expression of Interest (EOI No.-HPKVN/1(919)/2025) for the empanelment of eligible Training Service Providers (TSPs) and Program Implementation Agencies (PIAs) to conduct NSQF-aligned short-term, long-term, and Recognition of Prior Learning (RPL) trainings under various centrally sponsored, state-sponsored, and self-financed schemes. Earnest Money Deposit (EMD) & Tender Fees

  • Bid Processing Fee (Non-Refundable): INR 11,800/- (inclusive of GST) via Demand Draft.
  • Earnest Money Deposit (EMD) (Refundable): INR 1,00,000/- via Demand Draft.
  • Performance Security Deposit (PSD): INR 5,00,000/- or 10% of awarded work (whichever is lower).

Scope of Work

Selected TSPs/PIAs will:

  • Conduct NSQF-aligned skill training programs (short-term, long-term, RPL).
  • Ensure placement-linked training as per industry demands.
  • Operate residential/non-residential training centers in Himachal Pradesh.
  • Follow MSDE guidelines and state-specific norms for training delivery.

Eligibility Criteria for Training Partners

  1. Legal Entity: Registered as a Proprietorship/Partnership/Company/Society/Trust.
  2. Operational Experience: Minimum 5 years in skill training (3 years for JV partners).
  3. Financial Capability:
    • Sole Applicant: Avg. annual turnover of INR 50 Lakh+ (last 3 years).
    • JV/Consortium: Avg. annual turnover of INR 1 Crore+.
  4. Prior Experience: Must have executed NSQF-aligned training projects (Govt./PSU) in last 3 years.
  5. Geographical Presence: Must have a registered office in Himachal Pradesh and operational training centers.
  6. Blacklisting Status: Must not be blacklisted by any government/PSU.

Selection Criteria

Proposals will be evaluated based on:

  1. Organizational Capability (30 Marks) – Age, financial strength.
  2. Technical Capability (40 Marks) – Prior training experience, sector expertise.
  3. Geographical Capability (30 Marks) – Presence in Himachal/Northern states.
  • Minimum qualifying score: 60% in technical evaluation.

Empanelment Procedure

  1. Submission of EOI with all required documents.
  2. Technical Evaluation by HPKVN committee.
  3. Presentation before HPKVN (for shortlisted applicants).
  4. Signing of MoU with selected TSPs/PIAs.
  5. Target allocation in phased manner.

Eligible Beneficiaries

  • Focus on youth, women, SC/ST/OBC, BPL, PwD, and marginalized groups.
  • Priority for Himachal Pradesh residents.

Total Target to be Trained

  • Sector-wise targets will be allocated based on scheme availability.

33 sectors identified, including:

  • Healthcare, Tourism, IT-ITES, Construction, Automotive, Agriculture, Green Jobs, BFSI, Retail, etc.

Training Duration

  • As per NSQF guidelines (varies by course).

Funding & Payment Conditions

  • Payments as per MSDE’s Common Cost Norms or state-specific guidelines.
  • Milestone-based disbursement (training completion, certification, placement).

Other Terms & Conditions

  • No subletting/franchising allowed.
  • No preference for existing HPKVN partners or NSDC-affiliated agencies.
  • Validity: EOI remains valid for 180 days.
  • HPKVN reserves the right to amend/terminate the EOI at any stage.
