Introduction

The Jharkhand Education Project Council (JEPC), under the Government of Jharkhand, has issued an Expression of Interest (EOI)/RFP for the empanelment of Vocational Training Providers (VTPs) to deploy qualified Vocational Trainers in 272 schools across the state. This initiative aims to integrate National Skill Qualification Framework (NSQF)-aligned vocational education into the school curriculum, covering 520 school units under PM SHRI, Samagra Shiksha, and State Budget schemes. The project seeks experienced training partners to deliver skill-based education in 12 diverse sectors including Agriculture, Automotive, Healthcare, Electronics, Tourism, and more.


Objective

To enhance employability and skill development among school students by:

  • Providing industry-aligned vocational training in NSQF-compliant job roles.
  • Ensuring qualified trainers are deployed in schools for effective implementation.
  • Promoting hands-on learning through industry visits, internships, and guest lectures.
  • Supporting career counselling, placements, and apprenticeship opportunities.

EMD (Earnest Money Deposit)

  • EMD is required for each trade/schedule applied.
  • Amounts vary per sector (e.g., Agriculture: ₹11,15,040, Electronics: ₹13,57,920).
  • Must be submitted via Demand Draft/Bank Guarantee in favor of Jharkhand Education Project Council, Ranchi.
  • MSE exemption is available for eligible service providers.

Tender Fees

  • No tender fees, bid participation fees, or auction fees are applicable.
  • Bidders bear their own proposal preparation costs.

Scope of Work

The selected VTPs will be responsible for:

  1. Deployment of Vocational Trainers (VTs) – Full-time trainers per school per trade.
  2. Recruitment & Management – Hiring, training, and managing VTs and Vocational Coordinators (VCs).
  3. Industry Linkages – Organizing guest lectures, industry visits, internships, and job fairs.
  4. Student Support – Career counselling, placement (min. 70% for eligible students), and alumni tracking.
  5. Compliance & Reporting – Adherence to PSSCIVE/CBSE norms, monthly progress reports, and MIS updates.
  6. Training & Development – Conducting induction and in-service training for VTs/VCs.

Eligibility of Training Partners

Mandatory Criteria:

  • Registered entity (Company, LLP, Partnership, Society, Trust) with 5+ years in vocational/skill education.
  • NSDC approval (2023-24 to 2025-26) OR empanelment with Jharkhand Skill Development Mission Society (JSDMS).
  • Minimum average annual turnover: ₹10 Crores from skill education (last 3 FYs).
  • Experience: Must have executed similar projects for Govt./PSUs in the last 3 years.
  • Trained 5,000+ youth annually (average) and placed 40%+ of trained candidates.
  • Presence in Jharkhand or commitment to open an office within 30 days of award.
  • Minimum 10 full-time employees in vocational training.
  • Valid industry partnership for each applied trade.

Selection Criteria

Two-Stage Process:

  1. Technical Evaluation:
    • Compliance with basic pre-qualification criteria.
    • Document verification (experience, turnover, certifications, etc.).
    • Presentation before the Purchase Committee (if required).
  2. Financial Evaluation:
    • L1 (Lowest Price) selection based on quoted management charges (10–15% of VT honorarium).
    • Trade-wise evaluation; single bidder may be awarded multiple trades.

Empanelment Procedure

  1. Online submission of Technical & Financial Bids via GeM portal.
  2. EMD submission for each trade applied.
  3. Technical shortlisting based on eligibility.
  4. Financial bid opening for technically qualified bidders.
  5. Issue of Letter of Intent (LoI) to L1 bidders.
  6. Signing of Service Level Agreement (SLA) after submission of Performance Bank Guarantee (PBG).

Eligible Beneficiaries

  • Students of 272 selected schools (139 PM SHRI + 109 Samagra Shiksha + 24 NSCBAV schools).
  • Schools located across all 25 districts of Jharkhand.
  • Focus on classes 9–12 with NSQF-aligned vocational subjects.

Total Target to be Trained

  • 520 Vocational Trainers (VTs) to be deployed.
  • 10 Vocational Coordinators (VCs) for monitoring and coordination.
  • Each VT will train students in one trade per school unit.

Duration

  • Contract Period: 2 years (extendable based on performance).
  • Initial deployment of VTs within 57 days of work order issuance.

Funding & Payment Conditions

  • VT Honorarium: Fixed at ₹20,000/month (inclusive of EPF/ESI).
  • VC Honorarium: ₹30,000/month.
  • Management Charges: 10–15% of VT honorarium (L1-based).
  • Payment Cycle: Monthly invoicing; quarterly reimbursement within 30 days.
  • No advance payment allowed.

Mode of Submission

  • Online only via GeM Portal (https://gem.gov.in).
  • Hard copies of EMD/DD to be submitted to JEPC office, Ranchi.
  • No physical submission of bids.
