1. Introduction
Telecommunications Consultants India Ltd. (TCIL), a Government of India Enterprise under the Department of Telecommunications, Ministry of Communications, invites Expressions of Interest (EOI) from eligible bidders to act as a Back-End Partner for providing skill development training for one of its esteemed clients. 2. Objective
To select a qualified and experienced training partner to:
- Deliver skill development training as per the client’s requirements.
- Ensure compliance with Common Cost Norms and statutory guidelines.
- Achieve targeted training outcomes, including certification and employment for trainees.

4. Earnest Money Deposit (EMD)
- Amount: ₹5,00,000 (Five Lakhs).
- Exemption: Micro & Small Enterprises (MSEs) and Start-ups are exempted.
- Forms Accepted:
- Demand Draft (DD) in favor of “Telecommunications Consultants India Limited.”
- Bank Guarantee (BG)/e-BG (SFMS-enabled bank).
- Fixed Deposit Receipt (FDR)/Insurance Surety Bond.
- Validity: 120 days.
5. Tender Fees
- Amount: ₹20,000 + 18% GST (Total: ₹23,600).

6. Scope of Work
The detailed scope, including Common Cost Norms and trades for training, will be shared only after the bidder:
- Pays the tender fee.
- Signs a Non-Disclosure Agreement (NDA) on ₹100 non-judicial stamp paper.
- Submits proof of payment.
Key Responsibilities of the Partner:
- Impart skill-based training as per client specifications.
- Ensure certification and placement of trainees (70% verified employment post-training).
- Comply with Ministry of Skill Development & Entrepreneurship (MSDE) guidelines.
7. Eligibility Criteria for Training Partners
A. General Eligibility
- Entity Type: Indian-registered company (under Companies Act 1956/2013), proprietorship, partnership, or government society.
- Class-I Local Supplier: As per DPIIT’s Make in India Policy (local content ≥50%).
- Financial Criteria:
- Average Annual Turnover (Last 3 Years): ₹15 Cr (₹12.5 Cr for MSEs/Start-ups).
- Net Worth: Positive as of 31/03/2024.
- Profit Before Tax (PBT): Profitable in 2 out of the last 3 financial years.
B. Experience Criteria
- Option 1: Two similar projects (each ≥₹15 Cr or training ≥3,000 candidates).
- Option 2: One similar project (each ≥₹20 Cr or training ≥4,000 candidates).
- Similar Work: Skill development projects for the Ministry of Minority Affairs.
C. Mandatory Documents
- PAN, GST registration, PF registration.
- “No-Conviction Certificate” (not blacklisted by any government/PSU).
- Compliance with labour laws (Minimum Wages Act, EPF/ESI).
D. Consortium Bidding
- Allowed (max 3 partners). Lead partner must meet 25% of turnover criteria and net worth.
8. Selection Criteria
- Technical Qualification: Compliance with eligibility and documentation.
- Financial Evaluation: L1 bidder selected based on highest percentage discount quoted in the Price Bid.
- Purchase Preference:
- MSEs: 25% procurement share if within L1+15% range.
- Make in India: 20% margin for Class-I suppliers.
9. Empanelment Procedure
- Submit bids online via GePNIC Portal.
- Technical bid evaluation (Part-I).
- Financial bid opening (Part-II) for qualified bidders.
- Signing of MoU with TCIL before submission to the client.
10. Eligible Beneficiaries & Target
- Target: Training for Ministry of Minority Affairs beneficiaries.
- Job Roles/Courses:
- Category I: 1,309 courses @ ₹49/hour.
- Category II: 672 courses @ ₹43/hour.
- Category III: 158 courses @ ₹35.1/hour.
- Duration: Initially 1 year (extendable up to 5 years).
11. Funding & Payment Terms

13. Other Terms & Conditions
- Integrity Pact: Mandatory for bidders (download from TCIL website).
- Liquidated Damages: 0.5–1% per week for delays (capped at 12% of contract value).
- GST Compliance: Bidder must ensure timely filing of GSTR-1/GSTR-3B.
- Blacklisting: Non-performance may lead to debarment for up to 2 years.
