Scope of Work

The selected training provider will:

  • Conduct skill training programs in Guest Service Associate (Food & Beverage) (510 hours) and Solar PV Installer Electrical (390 hours).
  • Establish and manage training centers in at least 3 districts in Karnataka.
  • Provide study materials, biometric attendance, and assessment through empaneled agencies.
  • Ensure a minimum of 70% placement for trained candidates.
  • Organize job fairs and provide placement support.

Eligibility of Training Partners

To qualify for this skill RFP, the bidder must:

  • Be registered in Karnataka (Private Ltd, NGO, Proprietorship, Partnership).
  • Have a valid PAN, GST (or Form 12A for NGOs).
  • Minimum annual turnover of ₹125 lakhs from government skill training programs in each of the last three financial years (2022-23 to 2024-25).
  • Have at least 5 active training centers registered under Skill India/DDUGKY/KSDC.
  • Trained a minimum of 500 candidates for government departments in the last three years.
  • Achieved 70% placement for trained candidates.
  • Have in-house developed course books aligned with the curriculum.
  • No joint ventures or consortia are allowed.

Selection Criteria

  • QCBS Method: 80% weightage for Technical, 20% for Financial.
  • Minimum Qualifying Score: 80 out of 100 in technical evaluation.
  • Financial Bid: Opened only for technically qualified bidders.
  • Evaluation based on turnover, experience, infrastructure, placement record, and compliance.

Empanelment Procedure

  • Submit technical and financial proposals online via the KPPP Portal.
  • Upload all required documents (eligibility, experience, financial statements).
  • Attend pre-bid meeting for clarifications.
  • Shortlisted bidders will be invited for presentation.

Eligible Beneficiaries

  • Unemployed minority youth (male/female) aged 18–35 years.
  • Annual family income below ₹6,00,000.
  • Residents of Karnataka (as per Aadhar).
  • Educational qualification as per job role.
